南韓護稻農 主張對進口米課重稅

南韓政府2015要廢除外國稻米進口限額，但為了保護國內農民，提議對外國稻米徵收超過5倍的進口關稅。不過，得要WTO認可後才能實施。

南韓21年前跟世界貿易組織WTO達成協議，南韓可對外國進口的稻米實施配額管制，不過這項協議將在今年年底到期，明年稻米市場將全面開放。為了保護本地的稻農，南韓政府宣布，將對外國稻米課徵513%的進口關稅，但稻農不太領情。

513%的關稅非常高，南韓民眾應該是會選擇購買價格較便宜的當地稻米，但是稻農擔心，南韓跟大陸簽的自貿協訂FTA，以及跨太平洋夥伴貿易協定TPP簽訂完成的話，513%關稅恐怕又會被打回原形，根本沒有作用。

南韓農林畜產食品部表示，「建議的關稅稅率將在本月月底前，提交給WTO。如果WTO確定，那建議關稅將於2015年1月1日生效。」

本月22日，中韓貿易協定FTA將在北京舉行第13輪談判。據韓聯社指出，今後舉行的FTA和TPP關稅優惠談判，將會排除稻米項目，希望能藉此平息南韓稻農的憤怒。
