市民黃穎亮一生勤儉刻苦，卻熱心公益不落人後，在台南創立「黃家外燴」事業有成，即捐贈台南市消防局１輛救護車，盼受惠更多台南市民。賴清德市長9日特別出席黃穎亮公祭典禮，並致贈感謝狀給家屬代表。賴市長表示，這是他就任以來，第一次於公祭典禮頒贈感謝狀，除了感到不捨，也代表台南市民致上十二萬分的謝意，感念這份大愛的精神將長存台南市民心中。

賴市長表示，他是抱著不捨之心來感念黃穎亮的大愛義行，黃穎亮去年不幸罹病，因感悟對社會付出的重要，在得知南市安和救災救護分隊的救護車，車齡已逾6年且車況欠佳，特捐贈「黃穎亮號」救護車一輛，價值約169萬元，盼能救助更多台南市民。
