為避免狂犬病疫情擴大，農委會要求地方政府加強捕捉撲殺流浪動物，關懷生命協會25日召開記者會表示反對，他們認為政府不應製造恐慌，而是應做好絕育，施打疫苗後再回置，這樣不但可有效控制疫情，也可解決流浪動物問題，否則只是再將流浪動物當作防制狂犬病的替罪羔羊。

由於台灣已證實有動物感染狂犬病，也發生人類被狂犬病動物咬傷事件，為避免在外流浪的動物染病後再咬傷人類，農委會將要求地方政府加強捕捉流浪動物。

農委會表示，目前除針對南投漁池、雲林古坑、溪頭鹿谷及台東東河等山區，加強家貓家犬疫苗注射外，也會對收容所內的流浪動物進行免費疫苗施打。

關懷生命協會執行長何宗勳說，大量捕捉流浪犬會帶給收容所壓力，送進收容所後12天就會安樂死，若農委會藉狂犬病之名下令捕捉，飼主可能也因此恐慌而大量棄養，可能數月內就會有數十萬隻流浪犬被安樂死，他強烈譴責政府長期漠視防疫，讓流浪動物成為狂犬病的替死鬼。

何宗勳說，動保團體評估過，只要數千萬元預算，再結合志工進行TNVR，就可在數個月內控制疫情，也可解決流浪動物的根本問題，而非無止盡的購買疫苗，並製造恐慌。 (接下一頁)
