【陳詩璧／綜合報導】民進黨倒閣案失敗，行政院長江宜樺今天終於在11時50分上台進行施政報告。對於特偵組掀起的監聽風暴，江宜樺表示，通訊監察的執行，涉及行政院及司法院，因此將朝建立兩院合作平台的方式，從法律面與執行面等角度，全面檢討現行監聽制度。

江宜樺7度叩關，國民黨立委一早還一同高喊口號「全面拼經濟」為江揆打氣。但民進黨立委陳亭妃仍不願放過機會，趁著一早國是論壇時，砲火猛嗆，還自備看板「用黨紀保下來的行政院長」，拿到江宜樺面前擺放，儘管江宜樺並沒有任何反應，但還是引發台下國民黨立委徐少萍不滿，嗆陳亭妃作秀，兩人在台下吵的不可開交。

雖然民進黨團已經同意江揆上台，但在江揆上台報告前，民進黨仍故意退席到場外抗議。最後江宜樺是在11時50分，才終於順利上台進行施政報告與施政總質詢，但綠營協調安排第一棒由民進黨團總召柯建銘開砲，但30分鐘的總質詢，江揆根本無法站上備詢台辯駁，只能枯坐官員席聽柯建銘的訓斥。

柯建銘表示「江宜樺應自請下台以謝國人」，痛批江宜樺是「中華民國史上最毀憲亂政的行政院長，且是民意支持度最低的行政院長，他是壓垮國民黨最後一根稻草，這是他的歷史定位。」柯表示倒閣後就是全民倒馬的開始，台灣人民一定會用十倍、百倍「加倍奉還」。

對於特偵組掀起的監聽風暴，江宜樺表示，通訊監察的執行，涉及行政院及司法院，因此將朝建立兩院合作平台的方式，從法律面與執行面等角度，全面檢討現行監聽制度。而在報告的過程當中，還有台聯黨籍立委，拿看版步步進逼主席台，最後是國民黨立委黃昭順等人邊勸邊拉開，最後報告在一片混亂中結束。

施政報告中也有小花絮，江報告關說案時，高志鵬突改成台語質詢，並嗆江揆「聽得懂嗎？」江立即同意以台語應詢，兩人問答如流；高志鵬問到後來又改以國語詢問，江揆順勢「換軌」以國語回答，你來我往10多分鐘，互不相讓。

【大紀元2013年10月18日訊】（大紀元記者高雲林多倫多編譯報導）抵押貸款經紀、房地產經紀和開發商都發現，過去幾個月，大量在兩三年前購買了樓花的買家急於獲得資金完成交易。

據《多倫多星報》報導，對多倫多公寓行業業界人士的訪問發現，由於貸款方不再熱衷於提供資金，有些人不得不動用數萬元的存款，有人被迫向家人借錢或以自住房（principal residence）抵押，以籌集公寓的最後付款。

受打擊最重的是在購買預建公寓時已獲得貸款預審批准書（pre-approval）的自僱人士，現在隨著公寓將完工及最後付款到期，他們被告知需要支付高至房款35%至50%的首付款，而不是物業價格的20%，除非他們想依靠次級貸款，但該種貸款的利率可達到兩位數。

許多購買了公寓的投資者原打算等物業完工入住，或將其租出去幾年，而現在，他們驚訝的發現他們獲得的貸款預審批准書已經無效，聯邦收緊貸款規定後，貸款方需要對他們的貸款資格進行重新評估。

多倫多房地產律師Oksana Miroutenko在過去幾個月遇到兩個案例，有客戶不得不放棄他們購買的公寓，因為僅在最後付款到期的幾週前，他們才發現他們無法滿足新規定所要求的貸款條件。

Miroutenko表示，一客戶做合同工，貸款人不滿意其沒有足夠穩定的收入。另一客戶因懷孕，帳戶又丟失了工作，不得以放棄購房，而預付款35,000元不予退還。

多倫多房地產經紀和公寓開發商蘭布（Brad Lamb）表示，這是過去10年來他所見到最難借到款的情況。不過，在他已經竣工的4個公寓開發項目中，共有800單位，其中只有3人無法執行購買合約；另有15人把公寓放在轉讓市場（assignment market），希望在最後付款到期前能夠轉手。

蘭布認為，一些人揹負的財務超過了他們的承付能力，但更大問題是他們在購房時沒有考慮數千元的統一銷售稅（HST）及其它成交費用，如不斷上漲的市政開發費。

自從聯邦財長范赫提（Jim Flaherty）實施更嚴格的房貸政策，以令多倫多和溫哥華過熱的公寓市場冷卻後，公寓在轉讓市場銷售也比一年前更困難。

抵押貸款經紀發現，一棟兩三年前售價為30萬元的公寓，如今的市場價值可能約為35萬元，但許多貸方只為新買家按照原始價格提供貸款，並不按照市價進行評估。這使購買了樓花的買家步入財務困境，不得不想辦法儘快將手中的樓花脫手。

預計明年約有2萬至4萬3千新共管公寓竣工。金融分析師雷賓迪克斯（Ben Rabidoux）認為，隨著明年新公寓數量創記錄，預計情況將會變得更糟。

雷賓迪克斯說：「據估計多倫多85%正在建設中的公寓已經售出，但它們並未完全售給最終用戶，而且買家也還沒有獲得融資。」

房貸經紀人Jake Abramowicz則表示，目前情況不會發生大問題，他說，通常購買樓花的買家都有自住房，他們可以通過抵押自住房獲得貸款以完成公寓買房交易。同時，現在多倫多公寓出租市場超強，公寓買主可以通過出租公寓來抵消成本。

【李定宇／新北報導】新北市為配合捷運環狀線施作， 20日凌晨0時至上午7時將停水施工辦理中和區秀峰街1000mm管線遷移工程，屆時將造成新店全區水壓降低，直接受水戶及部分管線末端區域恐停水，請民眾提早儲水備用。
 
新北市水利局說，停水期間請關閉抽水機電源、水表前制水閥，且勿將水龍頭之橡皮接管浸在水中，避免負壓及虹吸現象造成水質污染，復水時請將全部水閥打開排氣，以利迅速恢復供水。如有任何供水問題或因重大事故需緊急送水可洽：

【陸運鋒／台北報導】警鈴大作！知名饒河觀光夜市今天凌晨0時許驚傳火警，台北市消防局獲報後，立即趕往現場救援，到場發現公寓5樓冒出濃煙立即佈線搶救，上樓搜救時，發現大樓內1名年約80歲的男子不良於行，趕緊將該男搶救下樓，所幸男子並無大礙。
