外交部發言人高安今(22)日證實，台菲第一次漁業會談目前正在台北舉行。

外交部發言人高安今(22)日表示，台菲第一次漁業會談目前正在台北舉行。本次會談的主要目的，就是希望能落實雙方在6月14日第一次預備會議達成的共識，並提升未來進一步制度化協商。
行政院農業委員會副主委胡興華21日在立院表示，台菲漁業會談力拚10月以前召開，當時外交部還不願證實，但今日隨即改口，強調目前會談已在台北進行，而且不是預備會議。
高安表示，台菲漁業會談希望能進一步落實第一次預備會議所達成的各項共識，當然也希望能更進一步地落實未來制度化的協商，由於會談還繼續在進行，因此她不便透露任何細節，但會在結束後對外詳細說明。
至於本次會談的與會代表，高安表示，包括台菲漁政、海巡和外交等相關單位。
她強調，「廣大興28號」事件發生以來，政府一直在與菲律賓交涉磋商，其中最大目標之一就是要保障台灣漁民的作業權益與安全，並建立漁業作業秩序。

真的沒想到，一直自稱有感情潔癖的葛妮絲派特洛（Gwyneth Paltrow），原來也會外遇偷吃！
41歲的葛妮絲，最近一直要求自己的親朋好友，拒絕《Vanity Fair》雜誌的訪問，當下大家都以為，是不是該雜誌哪裡得罪了這位奧斯卡影后，但萬萬沒料到，不僅僅是得罪而已，因為《Vanity Fair》近來正在調查一件相當爆炸的外遇事件，2008年，葛妮絲和老公克里斯馬汀（Chris Martin，酷玩主唱）正在鬧婚變時，原來曾偷吃邁阿密飯店大亨傑佛瑞蘇佛（Jeffrey Soffer），而他現在則是前超模艾莉麥佛森（Elle Macpherson）的老公。▲克里斯（左）和葛妮絲（右）原來曾一度鬧離婚。（圖／達志影像）
據《紐約郵報》報導，《Vanity Fair》目前正在全力調查這件當年的外遇事件，因此必須追訪葛妮絲身邊的親朋好友，所以葛妮絲才會要求好友們，拒絕該雜誌的訪問，不過內幕正一點一滴外洩出來。
《Vanity Fair》指證歷歷葛妮絲2008年和克里斯鬧婚變，而大葛妮絲2歲的的傑佛瑞，當年還是單身，非常不避嫌積極猛追葛妮絲，當時他的旗下有飯店正要重新開幕，還特別邀請葛妮絲參加，之後更帶著她上豪華遊艇過夜，只不過當時非常隱密，大家都沒發現。▲傑佛瑞（右）現在是麥莉艾佛森（左）的老公。（圖／達志影像）
不過葛妮絲透過發言人出面否認，聲稱和傑佛瑞只是多年好友，兩人之間並無不軌，稱《Vanity Fair》的調查完全是一派胡言，只是，等到《Vanity Fair》報導正式出來了，到底會掀起何等風暴，會不會危及葛妮絲的婚姻，目前仍在未定之天。
葛妮絲和克里斯現在育有一女一兒，分別是9歲和7歲；而傑佛瑞則是在今年初和艾莉麥佛森結婚。

修繕預算被砍 歷史建物淪狗窩

〔自由時報記者郭安家／台北報導〕國有財產署在台北有數十棟歷史建物，但多處建物殘破不堪、無人居住，其中大安區錦町日式宿舍還成了流浪狗窩，里長氣結的在宿舍門口張貼標語要求拆除；北市議員王欣儀昨至現場會勘，批評相關單位漠視文化資產。國財署管理科坦言，署內非主要預算常遭立法院刪除，有鑑於此，行政院主計總處今年已先刪除次要的宿舍修繕預算。
台北市文化局副局長林慧芬則說，錦町二棟宿舍將納入「老房子運動」計畫，預計明年公告招標，讓業者經營，業者可將修繕費用折抵使用租金。她說，後續只要國財署提出需求，這些歷建皆可納入「老房子文化運動」。另外，目前歷建維護未訂相關罰則，文化局已請中央研議修法。
錦町日式宿舍群建於一九二○年代，原屬日治時代台灣總督府殖產局山林課宿舍，共有十一棟建物，部分建物外觀還有編竹泥牆外貼雨淋板、木桁架，屋面則舖高價黑瓦片，具文資保存價值。
但錦泰里里長陳綱維不滿，杭州南路二段六十一巷的一棟日式宿舍長期荒廢，屋瓦塌陷，環境髒亂充滿蚊蟲，還有流浪狗翻牆入住，影響住家安寧，日前還有婦女被狗追，直喊「救命」。他話鋒一轉，質問國財署，「宿舍到底是要修？還是任其腐朽？若不修，那要不要拆？拆成一片空地還比現在當廢墟好。」
王欣儀批評，北市府多次要求改善，但國財署總說無經費及人力管理維護，市府還一度發函監察院督促國財署，但監察院也不理。她說，這根本就是公家單位因循苟且，不積極維護造成歷建破敗，也讓《文資法》形同具文，陷歷建於萬劫不復。
國財署允明年把關預算
國財署管理科說，歷建宿舍修繕經費是署內次要預算，每年修繕預算編了還是會被砍，故主計總處已先刪除今年數百萬元的修繕費。不過有鑒於民眾反應不佳，國財署明年會把關預算。
