2013年7月18日，中央縱容苗栗縣長劉政鴻毀憲強拆大埔四戶，拆毀人民對憲政體制的信任，政府也始終不願回應民間「立即道歉、地歸原主、撤查弊案、土徵修法」的嚴正訴求。

引發兩萬人於8月18日怒上凱道，並佔領內政部，實踐公民不服從。「公民行動影音紀錄資料庫」紀錄了8月18、19兩天的行動，從白日到黑夜，從黑夜到天明，讓我們一起透過影像了解抗議民眾的主張，反思政治的敗壞，凝聚社會的進步力量！
