副總統吳敦義今下午探視高雄氣爆受傷民眾前，他到在氣爆現場罹難的竹東里長陳進發家慰問致意。

吳敦義離開前接受媒體提問，關於中油在高雄設總公司，吳敦義提到，不管總公司有沒有遷到高雄，他過去在當高雄市長，曾爭取過把中油營業稅，部分回饋到高雄。

吳敦義認為，以中油來說，在桃園、苗栗等各地設煉油廠，假設營業額三千億，在高雄若有一千億營業稅額，高雄就占三分之一，應按照比例回饋高雄。
