請問校園內的有線網路為何既是實體 IP 同時也是區網？

有線網路 IP 為 140 開頭，同一間教室彼此可以互連網芳，
請問這樣網芳跑的算是 LAN 還是 Internet 呢？
另外如果我要實現以下的應用，最簡單的做法可以怎麼做呢？

例如欲使用智慧型手機的 APP 來操作講台上的電腦，
但由於手機拿到的是 AP 發出來的 192.168.x.x 的 IP，
在這樣的網路環境下，我要如何簡單實現上述的應用方式呢？

我所想到的有：
1. 在講台上的電腦架 VPN Server
2. 在講台上的電腦另外安裝一個無線網卡

感覺第二個做法比較單純，只是得多加個硬體。
