政府經濟拮据，2014伊始，國軍退除役官兵輔導委員會利用所發行的榮光雙周刊告知全國榮民、榮眷，雖然103年春節將至，輔導委往年均印製春節條幅致贈榮民眷，但受到預算逐年緊縮，今年春節將停寄條幅，要求榮民眷們見諒。

退輔會過去幾乎年年都會以元首親題的新春祝詞，印發春節條幅，由於全國軍榮眷戶數眾多，印製經費相當高昂，政府各部會財政緊縮，近年退輔會即曾為印發馬春節墨寶條幅費用究竟由誰支應，而大費周章與總統府相關局處協調。退輔會今年索性先行利用上月25出刊、近日陸續寄發到榮民家中最新一期榮光雙周刊，在頭版公告以預算緊縮為由省去這項經費。
