以『兩岸產業合作新局：挑戰與對策』為主題的2013兩岸企業家紫金山峰會在南京開幕。在主題論壇上，臺灣工業技術研究院董事長蔡清彥以『科技啟動合作，共創美好未來』為題目進行演講。

根據臺灣網報導，蔡清彥介紹說，目前兩岸的合作專案主要涉及三個方面。首先，應用臺灣經驗推動兩岸低溫物流合作。於ECFA架構下，兩岸成立低溫(冷鏈)物流聯盟，展開對接工作，引導兩岸業者群聚發展。其次，試點推動兩岸LED產業合作。以試點工作搭配公共標準，創造市場商機，加速落實LED照明普及與節能減排。最後，試點推動兩岸無線城市產業合作。透過無線城市試點，建立兩岸產業在系統整合應用的合作經驗，找出成功典範，攜手行銷全球。

蔡清彥建議，應加速落實兩岸經濟合作框架協定(ECFA)第六條『經濟合作』第六款之『研究雙方產業合作布局和重點領域，推動雙方重大專案合作，協調解決雙方產業合作中出現的問題』。在兩岸互利互補的結合下，創造雙贏局面，以科技啟動兩岸產業合作。
