對於先前在野黨立委管碧玲等對於我國「中華台北」名義參與國際民航組織（ICAO）的矮化國格批評，外交部30日特別發表聲明，我國獲邀參加ICAO是基於各方支持與共識，並說明以「特邀貴賓」身分參與且受到與觀察員一樣的待遇，澄清外界質疑。

外交部表示，今年出席時我國代表團獲得獨立的座位及桌牌、可參與所有會議並取得所有文件，與觀察員獲得待遇基本上相同。ICAO理事會主席也曾主動向我方代表沈啟致意，所推動的是專業、務實、有尊嚴、有意義的參與。

ICAO目前有191個會員國，也有許多國際組織以觀察員身分參與。睽違42年後，中華民國今年再次走進國際民航組織（ICAO）大會會場，但近日卻因為參與的身分是Guest（來賓），邀請函寫的是Chinese Taipei Civil Aeronautics Administration（中華台北民航局），被在野黨立委批評以「中華台北」名義參加是矮化國格。立委管碧玲先前也指出邀請函上寫的是 as my guest（來賓），根本不算外交部所說的是特邀貴賓。

對此，上月25日外交部長林永樂就表示，雖然我國希望能夠成為觀察員，但受到「特邀貴賓」也非常樂意參加，這是兼顧國際現實，也是正面發展。而參與會議的民航局局長沈起也在29日抽空閃電回台參加小兒子婚禮時表示，我國是以貴賓身分出席，待遇都比照觀察員辦理。

外交部聲明表示，眾多邦交國致函ICAO表示對我參予的支持，受邀後美國在台協會、歐盟代表艾希頓的發言人也都分別在公開聲明中表示歡迎，24日大會首日，美國國務院更再度發表聲明歡迎我國出席。這都證明我國推動參與ICAO工作多年來，已使各方看到我國有實質參予的必要性，並逐漸達成共識，但對成為觀察員仍未有一致看法。

今年我國代表團座位被安排與觀察員席一起，沈啟的名牌寫上「來賓—中華台北」的字樣，而我國也是今年唯一被邀請的來賓，過去ICAO也沒有以來賓出席的往例，參與ICAO，將能讓台灣跟上國際飛安的腳步。沈啟表示，多年來我國因為和ICAO缺乏直接溝通管道，飛安上也陷入與國際銜接的落差，能實質參與ICAO，則能直接取得國際飛安資訊，對我國來說相當重要。

【陳宏瑞／高雄報導】電價再度調漲，如何省電成為民眾關心話題。義守大學電機工程系教授陳朝順研發出智慧空調管理節能系統，透過直徑3公分小型控制板，經過電線就可以傳達訊號指令，統一監控、管理冷氣的溫度和強度，達到節能減碳的目標，這項發明也在日前獲得台北國際發明暨技術交易展競賽的金牌獎。
 
電價第二階段調漲今天正式實施，家庭與商業用點平均調幅約為4%和10%，不少民眾開始省電大作戰。陳朝順表示，這套智慧空調節能系統主要針對家裡有多台冷氣或機關、學校、大型企業，在義守大學測試時大約可節省2到3成的用電量。
 
陳朝順指出，以往的空調節能系統訊號都是透過訊號線，他研發的系統則是透過一般電力線，只要加裝IC晶片和通訊模組，就可以經由電腦得知每一台空調的運作情形和每一個房間的溫度，進而加以控制管哩。

【台灣醒報記者徐欽盛台北報導】台灣高鐵公司聲稱虧損連連，準備10月8日漲價，台聯立院黨團幹事長葉津鈴1日召開記者會，抨擊高鐵公司空有46公頃土地閒置不活用、投資，只想到要調整票價解決問題。交通部高鐵局第五組組長陳慧君解釋說，台灣高鐵因為本身財務結構問題，再加上投資商認為高鐵只擁有地上權，土地也已抵押，所以不敢貿然投資，這些都是讓土地閒置的主因；但高鐵新竹站的開發工作，目前已在進行。

台聯立院黨團幹事長葉津鈴表示，高鐵在全台車站部分有46公頃的土地已閒置數年，用漲價來彌補虧損這是不對的，她強烈質疑台灣高鐵經營模式出了問題，並堅持反對10月8日漲價；她直言如果高鐵真的要漲價就應該把46公頃土地還給人民。她以台中站為例，政府租給聯合報、南仁湖4公頃，業者都已經在經營、投資了，台灣高鐵為什麼不能？

「高鐵本身也是很努力在做土地開發，但目前台灣高鐵只擁有地上權，又有抵押貸款等問題，程序上比較複雜，」陳慧君指出，高鐵目前並不是很賺錢，自己投資在營運上的經費就會變少，如果期待廠商投資挹注，投資商也會看到高鐵公司只有地上權或是土地本身有抵押，這都會讓投資開發商有所顧慮。

陳慧君補充說：「目前高鐵公司也正在規劃土地開發案，像是新竹站在今年底、明年初就會有第一個開發案產生，只待董事會通過就能對外公布投資案，」，未來也會逐站循序進行，桃園站預計是第二個投資案，台中車站的部分也有請顧問公司進行研究。

對此，台聯立委許忠信表示，無法接受這樣消極的講法，他強調，將高鐵車站附近46公頃的土地好好地善加利用，改善高鐵的財務問題並將票價降低，減輕人民生活的壓力才是根本之道，其餘都是高鐵推託之辭。
