http://tinyurl.com/ks8pnze 外勞短缺 我爭取明年引進緬勞 勞委會積極開拓外勞生力軍，已鎖定勞動力充沛的緬甸洽談相關事宜。據了解，勞委會職 訓局局長林三貴上周陪同勞委會主委潘世偉前往泰國參加年度台泰勞工會議後，轉往緬甸 商討引進緬勞細節，爭取在明年引進緬勞。 不過，引進外勞雙邊必須互設辦事處，以利辦理簽證作業；互設辦事處涉及敏感的外交問 題，職訓局對此行相當低調。 台灣高度依賴外勞，企業缺工，喊著要提高外勞核配比率，一般家戶也要靠外勞幫忙照顧 家中老小，但外勞來源已出現供應短缺的隱憂。政府近年積極開發外勞新來源，包括寮國 、柬埔寨和孟加拉等國家，過去都曾被點名，但多年來未有明顯進展。 據了解，勞委會這次之所以能與緬甸洽談引進勞工事宜，除因東南亞第二大國的緬甸人口 超過六千萬人，勞動力豐沛，該國近年大幅對外開放經濟市場，對外資和勞工輸出有很高 意願，也是我方較好著力主因。目前緬甸已有勞工輸出到馬來西亞和泰國等地。 職訓局官員說，比起其他國家，緬甸確實是可以更容易、更快引進的外勞來源國；其他像 英語系的斯里蘭卡，也是我爭取對象。 不過，職訓局說，外勞引進沒這麼簡單，除涉及勞工問題，還有防疫和警政等面向，尤其 外勞來台須雙邊設置辦事處，就算雙方都有意願，還得克服外交難題。 官員說，外勞來源不宜過度集中，除為分散風險，也是讓雇主能有更多選擇。像日前台菲 爆發廣大興號爭議，我方暫停菲勞來台，對我方雇主也造成衝擊。 仲介業者說，樂見政府引進緬勞。但勞團擔憂恐將衝擊本勞就業。職訓局說，外勞引進目 的是補充本勞不足，政府雖開拓新來源，但未放寬申請外勞門檻，總量不會增加。 _____________________________________________________________________________ 本國勞工表示：勞委會如此真情相挺，真是感謝 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 36.234.126.126

國防部上午表示，為鼓舞軍心、提振士氣，以及落實國軍推動13項革新作為，激發幹部團結一致改革決心，馬英九總統將自明日（8月27日）起，將分別於北、中、南、東等作戰區，召集國軍重要幹部實施分區座談。

國防部指出，馬總統主持國軍重要幹部分區座談時，將聽取國軍有關政策面、制度面的問題，並與幹部實施研討與指導；總統勉勵國軍具體回應民眾期待，強化國人對國軍信心，並達成革新目標。
