【王文傑／花蓮報導】花蓮市37歲鍾姓慣竊長年染上毒癮，偷遍花蓮市區，連前雇主都不放過，一周內兩度潛入熱炒店偷雞、偷錢又打狗，顧門的小黑狗見是熟人，「汪汪」兩聲後不敢攻擊。但鍾嫌熟門熟路的行竊過程全都錄，昨遭逮後重回現場，一見雇主就慚愧低頭，說：「頭ㄟ，拍謝啦！」李姓雇主回：「吸毒沒救了，坐牢好好反省吧。」
 
 熱炒店老闆李坤騰說，鍾男曾在他店裡當廚師副手，常偷喝米酒到爛醉，多次警告仍屢勸不聽；上月30日、本月5日兩度從後門天花板夾縫潛入店內，到冰櫃拿雞、酒櫃偷高粱，先後搜刮萬餘元全買毒，給過他很多機會仍不學好，實在沒救了。

中國大陸外長王毅在國家主席習近平在出訪印尼、馬來西亞，以及緊接著參加在印尼峇里島舉行的APEC領導人會議的一周訪問行程後，總結了習出訪的四點成果，而位列首位的成果，王毅指出就是中國大陸與印尼、馬來西亞關係進入新階段，彼此都提升為全面戰略夥伴關係。

王毅說，印尼是東協的最大成員國，馬來西亞則是東協國家中與中國的最大貿易夥伴。兩國與中國合作的潛力巨大，雙方關係提升，對帶動中國與東協整體關係發展具有引領示範作用。

他說，中國與兩國分別簽署了經貿合作五年規劃，提出2015年中印尼貿易額達到800億美元、2017年中馬貿易額達到1600億美元。

其次，王毅認為此次習出訪，確立了中國大陸與東協各國關係的新目標。今年是中國和東協建立戰略夥伴10周年，雙方正站在歷史新起點上。而習近平闡述了中國對東協的政策，強調中國將繼續堅持與鄰為善，願與東協國家商談締結「睦鄰友好合作條約」，結成更緊密的命運共同體。

（軍聞社記者周昇煒臺北八日電）國防部陸軍司令部政戰主任曾有福中將今天在國防部記者會中，說明陸軍戰備營連（志願役營連）實驗規劃概況，擬以「人性、合理、效率」的原則，建立優質服役環境及編成「全志願役」部隊，並將實驗成果逐步推展至全軍，以提昇國軍整體戰力。

　曾有福表示，陸軍戰備營連（志願役營連）目前已編成卅五個實驗單位（外島地區暫不實施），依「日常實務」、「部隊訓練」、「戰備執勤」及「任務課表」等要項，規劃晝間上、下午各操課四小時（含自主體能訓練），夜間除表訂課程外，官兵以休閒活動為主。

　曾有福指出，陸軍戰備營、連駐地訓練以專業專長為核心，除維持裝備保養、政治作戰（含軍法、紀教育）及射擊訓練課程外，結合部隊近三個月任務遂行為依據，排定戰備訓練、營區警衛勤務及災害防救等課程。

　此外，曾有福也表示，在「不增建兵舍、不破壞建物結構、充分運用既有空間」的原則下，規劃寢室輕隔間（設置一床、一桌、一櫃），並增設冷氣空調、網路室及休閒室等，將依預算獲得期程及兵力駐地調整因素，持續改善硬體設施，有效提昇官兵生活品質及服役環境，以拓展招募成效，達成募兵制目標。

Plurk!列印......【MyGoNews廖賢龍/台北報導】台灣經濟研究院的一份研究分析指出，2014年國內整體住宅交易量恐將不若2013年，且房價也存有小幅下修的空間，故住宅市場將為量縮價微跌的局面，住宅景氣相較於2013年將呈現轉差態勢。

台經院副研究員劉佩真表示，首先以住宅市場的供需走勢而言，在供給端部分，2012年住宅類核發建築物建造執照宅數年增率雖僅有0.92%，但2013年1~6月成長幅度則顯著擴增至23.71%，在此情況下，預期2014年住宅市場的新增供給將延續先前擴張的態勢；另外2013年下半年國內住宅市場的銷售率普遍下滑將造成其銷售未完的餘屋壓力蔓延至2014年，況且2010年~2013年5月底北台灣都會區5大區塊餘屋量尚有10,849戶，未賣出的總銷金額累計達2,671億元，意謂2014年住宅市場仍須面對庫存去化的問題，而新增供給、餘屋賣壓仍將成為抑制住宅市場行情的因素之一。

需求端部分，劉佩真指出，由於量化寬鬆貨幣政策已步入尾聲，長期來看利率趨勢恐將觸底反彈，特別是2013年9月底的央行理監事會議已暗示利率將走升，意謂外在條件對於房市已不若先前寬鬆，且奢侈稅修法趨嚴，2014年開始實施新法也恐衝擊民眾購屋意願，甚至政府與公股、民營銀行將持續加強不動產貸款風險控管措施，以及房市結構仍由首購族群支撐，其對於房價追漲力道不足，加上購屋者的購屋負擔無大幅遞減空間，故2014年國內住宅市場的需求面恐顯不佳。
