【大紀元2013年10月20日訊】（大紀元記者琮瑜荷蘭報導）2013年是荷蘭與俄羅斯建立友好關係400週年，本應是其樂融融慶祝友誼長存一番。然而，從1月17日俄羅斯反對派人士多爾馬托夫（Aleksander Dolmatov）因政治庇護申請失敗在荷蘭鹿特丹自殺身亡開始，一系列不愉快事件不斷發生，更是導致兩國外交爭端持續升級。儘管如此，荷蘭外交大臣依然宣佈，不取消11月9日國王威廉-亞歷山大對俄羅斯的國事訪問。

2013年荷俄外交事件不斷

1月17日，36歲俄羅斯反對派人士多爾馬托夫因政治庇護申請失敗，在鹿特丹遣返拘留中心自殺身亡。他生前因反對俄羅斯總統普京極權統治而聞名。

4月8日，在俄羅斯總統普京（Vladimir Putin）訪問期間有數千人參加同性戀維權遊行示威。事後首相魯特（Mark Rutte）接受媒體採訪時透露，普京不理解為何荷蘭會有一個戀童癖者合法組織，也不理解荷蘭為何一個政黨綱領是禁止婦女參政，即基督教原教旨主義政黨——政治改革黨（SGP）。

6月30日，俄羅斯總統普京簽署反同性戀刑事法律。因擔憂加劇仇恨犯罪，此舉引起國際社會廣泛譴責，包括荷蘭在內呼籲抵制2014年2月7日～23日在俄羅斯索契（Sochi）舉辦的冬奧會。

7月10日，俄羅斯政府表示，將不會對荷蘭攝影師斯托利曼斯（Stan Storimans）死因做任何深入調查。荷蘭政府認為斯托利曼斯在2008年俄羅斯與格魯吉亞戰爭中，死於俄羅斯的軍事轟炸，並準備向歐洲人權法院提出控訴。

8月26日，參加俄羅斯舉辦慶祝荷俄建立友好關係400週年「To Russia with Love」音樂會時，阿姆斯特丹市長范德拉恩（Eberhard van der Laan）呼籲政府對俄羅斯侵犯人權行為提出正式控訴。當天范德拉恩還參加了另外一個反對普京的示威活動。

9月19日，俄羅斯逮捕30名反對在北極開採石油和天然氣的綠色和平組織成員，包括2名荷蘭公民，掛有荷蘭國旗的船隻也被俄羅斯當局查封。這些綠色和平組織成員被冠以海盜行為，面臨最高15年的監禁。就此事，荷蘭向國際法庭提出控訴。

9月30日，因影片涉及俄羅斯腐敗和侵犯人權的情節，2名負責索契冬奧會記錄片報導的荷蘭記者申請簽證被俄羅斯拒簽。

10月6日，在接到鄰居有關醉酒和侵犯兒童人權問題的舉報電話後，海牙警察逮捕了俄羅斯駐荷蘭使館參贊鮑羅金（Dmitri Borodin）。外交大臣提姆曼斯（Frans Timmermans）代表荷蘭政府向俄羅斯發表正式道歉聲明，但同時表示理解海牙警察的行動。俄羅斯政府不接受此道歉，堅持以侵犯外交官豁免權為由，要求對拘捕鮑羅金的警察進行處罰。10月18日首相魯特接受採訪時稱，荷蘭不會屈服俄羅斯的壓力，拘捕俄羅斯使館參贊的警察不會受到任何處罰。

10月9日，俄羅斯食品安全局稱，荷蘭乳製品行業衛生監管不夠嚴格，俄羅斯海關將對進口的荷蘭乳製品進行嚴格檢查。

10月15日，荷蘭駐俄羅斯大使館資深外交官艾爾德恩博世（Onno Elderenbosch）在莫斯科住所遭到2名男子襲擊。荷蘭外交大臣召見俄羅斯大使要求對此作出解釋。俄羅斯當局譴責此襲擊事件，並承諾進行全面調查。

10月17日深夜，俄羅斯大使館在海牙擁有的住所被不明身份的人士破門闖入。荷蘭警方正在立案調查。
