【張麗娜／台北報導】前副總統呂秀蓮下午在二二八公園正式宣布爭取民進黨台北市長選舉提名。行政院前院長謝長廷到場致詞時自爆：「呂副總統其實在學生時代，她是我的偶像，因為她是最優秀的，當時也最勇敢，很有才華；早年推動女性平權運動，那時候需要相當的勇氣與才識，能夠抵抗壓力」。
 
被問及是否表態挺呂，謝長廷說，「也不是」。他說，因為現在很多人參選，他每個都參加，保留大家可以協調的空間，這也是一個新的選舉文化。
 
對於黨內許多資深前輩都表態參選？謝長廷說，「很多人要選，台北市民有福了」，可以選一個最優秀，最有治理經驗、有學識、有選戰經驗的，如果沒有選擇的餘地，是個不幸與悲哀。
 
對於國民黨台北市長熱門人選連勝文民調居高不下，謝長廷說，民調當然跟知名度有關係，現在還看不出來，民調可以做參考，但不是今天。
 
過去也有選台北市長經驗的謝長廷也笑說，「失敗也是一個經驗，也是可以參考的」。呂秀蓮則回說：「最寶貴的經驗」。

繼重量級電子股法說後，金控業法說也陸續登場，本週由玉山金控率先舉辦，國泰金控、中信金控法說也吸引法人目光。

金融股在率先大盤創高後，上週呈現回檔走勢，類股指數下跌1.26%，尤其富邦金控單週大跌超過3%，元大金控、新光金控跌幅超過2%，開發金控、台新金控、國票金控、永豐金控也有超過1%的跌幅。

法人認為，上週金融股表現不佳的主因，在於兩岸首度金保會共識不如市場預期，統一投顧表示，台資保險業者呼籲提高50%的合資上限及准許台資保險業與多個合資伙伴合作，並降低現行要求資本額50億元、30年營運經驗及在陸設立代表機構2年以上的「532條款」，未獲正面回應，顯示保險業在中國大陸的市場准入條件仍待協商。

不過，元大投顧認為，中國大陸主管機關承諾解決在中國大陸的台資合資保險公司遭遇到的籌資問題，及支持在上海銷售延稅型養老險，可視為政策上釋出善意的利多。

群益投顧指出，外資看好服務貿易協議有機會在今年第4季過關，近期對於金融股仍站在買方，加上對於兩岸金融開放商機看好及長期利率走揚的預期下，第4季對金融股而言，仍可期待。

對本週舉辦法說會的玉山金、國泰金及中信金而言，玉山金積極拓展電子商務，且第3季完成投資柬埔寨聯合商業銀行(UCB)70%股權，對於東南亞市場布局積極；中信金今年以來則是連續與7家日本地區性銀行簽下合作備忘錄(MOU)，對於東北亞市場布局的動作頻頻；國泰金將購併的眼光轉向海外，瞄準中國大陸及東南亞市場，除在印尼、緬甸、寮國外都有分支據點，印尼及緬甸的辦事處也正在申請中。

此外，金融監督管理委員會積極推動1至2家國銀成為具指標性的亞洲區域性銀行，包括國泰金、中信金都有爭取的實力。

以基本面來看，今年前3季15家上市櫃金控獲利達新台幣1656.9億元，已幾乎追平去年全年總和，比去年同期成長21%，續創歷史新高，本益比也相對偏低。

除將召開法說的玉山金、中信金及國泰金外，其餘已公布法說會日期的金控，包括富邦金、台新金、新光金及第一金控等。

據英國廣播公司(BBC)10月23日報導，BBC旗艦新聞節目《新聞之夜》發現，只要花數千英鎊就能向一家所謂的大學購買商學管理碩士學位，不需要任何學術工作。

國際在線據報導稱，倫敦美國大學(American University of London， AUOL)只要收取4500英鎊，甚至會向一個不存在的人授予商學管理碩士學位。該校沒有校園，所有課程都是遠端教學，學校網站上說，他們不是英國大學，也不屬於倫敦大學，他們的學位也沒有英國政府認證。然而該大學堅稱自己不是『冒牌大學』，並為自己提供的學位進行辯護。

小狗拿碩士

BBC《新聞之夜》節目製作組以彼德·史密斯(Peter Smith)為名，繳納50英鎊申請費向該校寄送申請。製作組為彼德編造了一頁紙的履歷，吹噓他擁有一家英國大學的本科學歷，還有長達15年的工作經驗。但是事實上，彼德是住在倫敦南部巴特西(Battersea)流浪動物之家的一隻狗。倫敦美國大學要求申請者必須提交照片，並複印他們的學歷證件，但製作組並沒有提供這些證明，因為彼德只是一條狗。

免讀書拿學位

然而，這所學校四天後通過了彼德的申請，並表示一旦收到4500英鎊，兩周後彼德就能註冊成為MBA學生。節目組打電話到學校詢問彼德是否需要提交學術論文才能獲得學位，但學校人員回覆說彼德不需要上課也不用作報告就能拿到學位。BBC調查節目說，教育機構必須要獲得議會認可才能授予英國學位，但倫敦美國大學這種看起來好像是英國大學，但其實並非如此的大學卻可合法存在。《新聞之夜》還發現，有數百名企業高級主管使用倫敦美國大學的學歷資格。節目製作組向其中一些人聯繫，但聯繫到的每一個人都堅持自己確實是一番苦讀研究才得到他們的學位。

【呂健豪／新北報導】清潔隊涉嫌虐狗致死還扯謊！新北市環保局烏來清潔隊昨遭民眾檢舉以鐵鍊吊狗致死，清潔隊第一時間還謊稱是流浪狗欲逃脫才被鐵鍊吊掛在車斗，發現後立即送醫救回一命，當環保局持續追查後，清潔隊才坦承說謊。

彰化縣富味鄉食品公司標示100%頂級黑麻油攙混0.5%的配方，究竟是什麼？據透露，原來是玉米胚芽。富味鄉為讓頂級黑麻油的外觀，看起來更黑，也感覺更純，讓消費者願意願意花更多的錢選購，將玉米胚芽炒黑後，攙入黑麻油壓榨而成。

雖然常務董事陳瑞禮辯稱，玉米胚芽也有益健康，只是標示不實，並未違法。彰化檢方認為產品既然強調100%，有欺騙消費者意圖，已構成食品衛生管理法第15條第1項第7款假冒和刑法詐欺的要件，認定這項產品屬違法行為。
