國家背叛役男 洩漏愛滋隱私

確染愛滋 體位通知書未封緘就交給母親
〔自由時報記者謝文華、張菁雅、楊政郡／綜合報導〕太可惡！役男小健四年前確認感染愛滋之後，向台中市南屯區公所申辦免服兵役，區公所竟將印有「通報為ＨＩＶ個案」字樣的役男體位判定結果通知書，在未封緘情況下，由里幹事直接交給母親，引爆家庭風暴！
國賠僅5萬元 還說「至親不會再洩漏」
小健前年提起國家賠償，歷經兩年訴訟，今年四月台中地方法院判決小健勝訴，被告南屯區公所須賠償精神慰撫金五萬元定讞，創下國內因公務機關涉及洩漏役男愛滋隱私，被判國賠定讞的首例！
愛滋感染者權益促進會秘書長林宜慧指出，近兩年至少發生十起役男愛滋隱私遭洩案例，有的當事人擔心二度曝光、付不起律師費或無法頻繁出庭，而未採法律途徑，此次小健揭露公權力侵權官司獲勝，「非常勇敢！」
人類免疫缺乏病毒傳染防治及感染者權益保障條例第十四條規定，主管機關、醫事機構與人員及其他因業務知悉感染者姓名及病歷等有關資料者，除依法律規定或基於防治需要者外，對該項資料不得洩漏。林宜慧說，此案也促使內政部去年一月修正役男徵兵檢查作業規定，明定「直轄市、縣市政府辦理愛滋役男徵兵檢查案件，應以密件處理，並由役男本人親自收受文書」。
小健昨沉痛訴說，當年區公所人員告知會直接通知他，且法律規定「連家人都不能說」，怎料「國家竟背叛我」！但他仍無法接受判決書以「因是至親，應不會再洩漏，只需判賠五萬」，直呼：「這點錢，連付律師費都不夠！」
他感慨，感染愛滋最不想讓家人知道，結果最大傷害竟是國家造成！「不站出來，一定再有人受害！」
南屯區長程泰源表示，九十九年尚未實施個人資料保護法，依照兵役法規定，公所送達兵單，家屬可以代為簽收，作業程序符合規定；公所曾考慮上訴，但律師認為此舉可能激怒對方，加上公所也希望站在對民眾有利的立場，決定尊重法院判決。
該國賠案在台中地院一審，雙方皆沒有上訴而定讞，五月台中地院已發出判決確定書。

憑手機就能代替一卡通付費搭乘高雄捷運。 中華電信宣佈與高雄捷運合作試辦NFC手機一卡通服務，未來民眾可憑安裝一卡通資料的 智慧型手機搭乘高雄捷運。 使用該服務前，用戶需先在智慧型手機上安裝Hami電子錢包App，再透過App選擇一卡通服 務，從中華電信的TSM（Trusted Service Manager）平台空中下載（OTA）一卡通資料， 資料儲存於手機的SWP SIM卡內，使用時就能以NFC手機代替一卡通，付費搭乘高雄捷運或 部份的台鐵路段。 目前NFC手機一卡通服務先進行試辦，讓中華電信、高雄捷運兩家公司員工先作測試，針 對參與測試者回饋改善，為未來正式提供服務作好準備。使用者可隨時透過手機查詢交易 紀錄，或是檢視剩餘的儲值金額，當金額不夠時如同一卡通的加值方式就能為服務儲值。 一卡通現在發行約350萬張，為南部最大交通電子票證，除了可用於付費搭乘高雄捷運， 也適用於北、中、南公車客運，高雄公共自行車或搭乘高市渡輪，台鐵香山-苗粟及後壁- 善化可使用一卡通，接下來將擴大到福隆-新竹、南科-沙崙、林內-南靖、大湖-屏東等路 段。 除了交通運輸，高雄捷運指出，一卡通也被用於門禁系統、高雄市高中職數位學生證、圖 書館借書證等其他用途，未來一卡通成立票證公司後，可作為小額消費付款工具，與使用 者的生活更緊密結合。 中華電信正積極推動NFC手機應用，在高雄捷運合作之前，5月金管會通過國泰世華申請 NFC手機信用卡業務，國泰世華即與中華電信、MasterCard三方合作試辦手機信用卡服務 ，中華電信還與玉山、台新、中國信託三家銀行合作，預計年底到明年正式提供服務。 來源 http://www.ithome.com.tw/itadm/article.php?c=81311 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 118.233.15.249

市民繳罰金市長領獎金 胡志強：捐公益

台中市議員質詢指出，環保局罰鍰收入編有工作獎金，除了基層人員，市長副市長秘書長都有份，質疑市民繳罰金，市長領獎金，兩年入賬二十七萬，影響社會觀感。胡志強表示，早說過一概不領，業務單位卻沒有落實，他會將過去兩年的獎金，全數捐做公益，也要求改進，從下而上發放獎金，多照顧基層人員。(寇世菁報導)
針對台中市環保局罰鍰獎金分配，議員砲轟市民繳罰金，市長領獎金，不只基層人員稽查人員可以領取，市長副市長秘書長都有份，甚至長官領的比基層人員多，市長兩年入賬二十七萬，影響社會觀感。市長胡志強四號接受媒體訪問表示，以前就說過自己一概不領，去年底發現環保局在縣、市合併後，這兩年撥發獎金也進他的帳戶，已交代不要再撥款，因此今年一月一號起，他就沒有領環保罰鍰獎金，胡志強說，會將過去兩年的獎金捐出來全部做公益。
針對議員建議檢討環保罰鍰獎金分配，胡志強表示，早就交代市府各單位，市長一概不領獎金，並指示環保局檢討獎金分配，改由下而上，徹底落實，用心多多關照基層的人員。

【陳偉周／基隆報導】基隆市一名44歲陳姓社區警衛，曾與葉姓男住戶起口角生嫌隙，去年11月間，他見葉男將機車停在社區大門前，竟把狗屎塗抹在葉男的機車座墊上，3天後他在大門口遇到葉男，又辱罵：「Ｘ你娘！你看三小。」遭葉男控告毀損、公然侮辱罪。

《Six-Guns》是以美國西部為背景的射擊動作遊戲，因愛妻病死而酗酒喪志、一無所有的主角踏上美國大西部，因緣際會救了 進行新手教學的美女，玩家的任務就是在大地圖上尋找各個需要幫助的人，像是前往吸血鬼伺伏的地下道，救出被囚禁的村民，主要的攻擊方式是利用手槍、霰彈槍等槍枝來射擊敵人，瞄的越準傷害越大，還可以進行爆頭，除了射擊之外，為了躲避敵人可以進行掩護、滾地等動作，當然對付近戰肉搏的敵人邊跑邊打也是可以的，一不小心被致命一擊就只能喝治療藥水才能繼續行動，探索地圖可以發現很多有趣的隱藏任務，這可是地圖上不會顯示的，喜歡西部牛仔的玩家一定會著迷。
