疾病管制署公布今年第二例本土麻疹確定病例，該名病例為居住於北部的25歲男性，7月29日因咳嗽、流鼻水等症狀至診所就醫，7月31日出疹，因症狀未改善，8月2日至急診就醫，通報確診為麻疹，目前已康復。

為防範疫情擴散，已展開各項防疫調查工作，掌握148名接觸者，目前尚未發現有疑似麻疹症狀者，預計監測至8月22日止。

【鄧玉瑩／台中報導】高雄市盛邦公司標得台電台中發電廠的升降胴體組換裝工程標案，為使作業迅速順利完成，今年4月9 日，盛邦公司王姓負責人(62歲)到台中發電廠楊姓副廠長住處1樓大廳拜訪楊，將1盒茶葉禮盒交給楊，委請楊多多關照。
 
楊返家發現禮盒裡竟有20萬元現金，隔日隨即透過台電人員轉告王，請王拿回禮盒，並主動向政風室報告。經移送廉政署台中辦公室偵辦，王到案坦承不諱，台中地檢署依貪污罪將王提起公訴。

在龐大的民意壓力下，國民黨團與民進黨團協商後達成共識，除定調修法「一次到位」，雙方也同意與充滿爭議的核四法案脫鉤，讓軍事審判制度進行配套修法，最快6日就可三讀通過。

國民黨同意軍審法與核四案脫鉤處理是協商獲得突破的最大關鍵，根據朝野協商結論，這次臨時會不處理國民黨立法委員李慶華提出的核四的公民投票案，各黨團都同意6日處理軍事審判法部分條文修正草案、國家安全法部分條文修正草案及刑事訴訟法部分條文修正草案等議案。

此外，軍審法修正後，相關配套修正法案由各黨團與行政院另行研提，列入第4會期優先法案，並在第4會期完成三讀。

海峽兩岸服務貿易協議部分，朝野黨團同意由立法院內政委員會再召開16場公聽會（每場4個協議附件項目），並邀各產業公會及工會代表參加後，才可實質審查。

其他處理議案包括賦予高風險海域漁船可僱武裝保全的漁業法部分條文修正草案、國家發展委員會組織法草案、國發會檔案管理局組織法草案與內政部警政署組織法草案，這些議案處理完後，這次臨時會就散會。

為了軍審法修法，服役被虐死的洪仲丘的姊姊洪慈庸5日專程前往立法院，拜會朝野黨團，關心修法進度。洪慈庸共拜會國民黨團、民進黨團、台聯黨團及親民黨籍立委李桐豪等人，希望儘速完成修法；其中，遭指阻撓軍審修法的國民黨籍不分區軍系立委陳鎮湘，也向洪慈庸表明他會支持修法。

洪慈庸拜會國民黨團後，陳鎮湘在黨團記者會表示，檢討軍審制度，他當然服從黨決策，但須清楚定義是凌虐，否則部隊施訓都被說成凌虐，部隊長經常跑法院，又如何與敵人一較長短？洪慈庸則說，國防部對中暑或體能訓練都有詳細規定，不會造成陳鎮湘擔心的疑慮。

在野黨團表示，臨時會若不處理核四公投案，可協商讓軍審相關修法6日完成三讀。國民黨團書記長賴士葆表示，如果6日立法院程序委員會順利舉行並排定9日院會議程，黨團希望將軍審相關修法列入討論事項第一案。

民進黨團總召集人柯建銘對是否持續占據議場主席台說，5日預計協商軍審法修法，可能會有些變化，但黨團立場原則不變，既已占據主席台，就沒退卻道理。
