黃姓男子 日前在台北市懷寧街偷取一輛價值約4萬元的單車後，騎到萬華區康定路的跳蚤市場，以800元賤價賣給薛姓男子。警方當日即逮捕黃男，並以監視器畫面循線追查薛男下落，在14日下午查獲。警方隨後連絡被害的16歲車主詹姓男同學，他開心地說「想不到居然失而復得！」

國軍重要軍職在空軍出身的國防部長上任後，最快在九月一日會進行中、少將階級將領微調，目前隨著陸軍司令李翔宙的動向，層峰還搞不定之外，原任副參謀總長執行官嚴德發上將調任國防部軍備副部長後，副參謀總長執行官一職將由空軍副參謀總長沈一鳴中將升任，並晉任空軍二級上將。

至於沈一鳴留下的中將副參謀總長職缺，將由陸軍擇一中將接任，由於國防部副參謀總長職務，是晉升二級上將的候選職務，誰能接任副參謀總長職務，關係到軍權的佈局，因此接任人選由誰出線，備受軍方內部矚目。

據軍方內部透露，目前可望接任陸軍副參謀總長的人選都是出身陸軍官校46期(66年班)！包括現任陸軍副司令朱玉書、現任國防部後備指揮部指揮官王世塗、現任國防部常務次長趙克達等三位中將。

在這三位人選中，一般認為朱玉書出線機會大增，但朱玉書曾任陸軍第六軍團指揮官，在朱玉書擔任陸軍第六軍團指揮官任內，就因一位軍團所屬少將被指控性騷擾、一位準少將旅長喝酒鬧事而拔掉兩個少將，連這一次出事的前陸軍第542旅旅長沈威志少將、前陸軍第269旅旅長楊方漢(朱玉書在六軍團指揮官任内的陸軍第六軍團關渡地區指揮部少將指揮官)都算是他帶過的將級主官，陸軍六軍團出的事，會不會影響朱玉書拿到晉階陸軍二級上將候選門票，頗值得觀察。

除朱玉書外，現任國防部陸軍常務次長趙克達也是符合調任國防部副參謀總長人選之一。

趙克達也是陸官46期步科出身，早年曾任參謀總長羅本立辦公室上校參謀主任、陸軍第192旅旅長、2003年底調任國防部長湯曜明辦公室擔任少將隨員主任、2004年5月調任陸總部人事署長、陸軍第十軍團少將副司令、陸軍司令部少將副參謀長、陸軍第八軍團少將副指揮官。

2007年10月1日調升花東防衛指揮部指揮官、2008年元旦晉升中將，2009年9月1日調任國防部人力司司長、2011年9月16日接陸軍第十軍團指揮官、2013年7月1日調任國防部常務次長。

趙克達擔任過陸軍兩位總長及部長出身大老(前參謀總長羅本立、前參謀總長、國防部長湯曜明)的參謀主任，資歷也夠，但因為他才在今年7月1日調任國防部常務次長，當初會派他接任國防部常務次長職務，主要是他在國防部人力司長任內負責募兵政策的擬定，現在以國防部常務次長身份督導募兵政策的施行，可謂適才適所。

但趙克達是否能調任國防部副參謀總長更上一層樓，除非兩位老長官力保，否則以他剛接任國防部常次、又身負督導募兵政策重任，現在要調離現職，有難度。

除朱玉書與趙克達外，現任國防部後備指揮官王世塗中將也是接任國防部副參謀總長的人選之一。

王世塗是金門人，陸官校46期砲兵科畢業，曾擔任過陸總部作戰署上校組長、戰爭學院軍事戰略教官、陸軍第十軍團第三處處長、2000年擔任國防部作戰次長室處長晉升少將，之後歷練陸軍第16師長、國防部聯督部副主任、2005年9月接任國家安全會議秘書處處長、2006年元旦晉升陸軍中將，之後調任陸軍第十軍團副指揮官、2011年7月1日接金防部指揮官、2013年元旦接國防部後備指揮部指揮官。

從王世塗的軍旅歷練可以看到他欠缺帶兵經驗，雖然曾擔任過陸軍第16師師長，但此時的師級單位是虛的，只有師級單位編制而無實兵，加上他長年在國防部甚至國安會任職，資歷頗為怪異，但他的特色之一是，他是金門籍將領，到目前為止，金門地區的子弟晉升中、少將的已超過30位，卻從未有上將出現，王世塗會不會是金門第一位上將？陸軍副參謀總長的寶座會不會由他出線是關注的焦點。
