美國總統歐巴馬要求國會提供5億美元經費武裝、訓練溫和派敘利亞叛軍，呼籲將相關授權併入臨時支出法案。共和黨表示，將在歐巴馬 (台灣時間11日上午9時)演說後開會討論，可能幾天內會表決。有些國會議員可能19日就會離開華府，回選區拚期中選舉。
