陸6月財政支出增速加快 地方債發行增速

大陸財政部今天公布6月全國財政收入為人民幣1.35兆元，年增率8.8%；全國財政支出1.65兆元，年增率26.1%，比起5月財政支出年增率24.6%，明顯繼續加快。中金債券團隊分析，6月財政支出增速再創新高，財政支出發揮影響力，利於穩定經濟，地方政府債發行正在加快。

今年1至6月，全國財政支出為人民幣6.92兆元，相較去年同期成長15.8%，增速較前五個月加快。同時，中央財政收入為人民幣3.43兆元，年增率6.2%；地方財政收入為人民幣4.03兆元，年增率11.1%。

財政部指出，今年下半年，經濟下滑壓力、擴大營業稅改增值稅、增加減稅，以及去年收入基數逐步提高影響，中央財政收入增幅仍有下滑壓力，部分省分增收困難。

路透報導，中金債券團隊認為，財政支出進度加快，表示中央各部委和地方政府響應政府加快財政支出政策。6月地方政府支出年增率高達28.3%，高於中央的12.3%。地方政府債發行速度提高，發行節奏快於往年。
