139萬輛殭屍機車

台灣目前共有1430萬輛領牌機車.
其中229萬輛出廠逾十年、但是有139萬輛是「殭屍機車」，這些殭屍機車過去五年內沒違規紀錄、沒有投保強制責任險、未參加環保排氣檢驗紀錄及行照有效日期逾五年。
車主寧欠稅也不報廢，即使欠費免繳也不理政府。

監理組表示，政府以免繳五年燃料費為誘因，如同「欠費全免繳」，想不透為何成績會不理想?
