警濫權連開3罰單　男拒酒測罰9萬

【綜合報導】基隆一名男子騎車疑闖紅燈被警察攔下，他不服要求看監視錄影帶，但到派出所時，卻被警察認定酒駕，男子因拒測被連開了9萬3千元的罰單。

當時警察說他闖紅燈違規左轉，要他出示證件，他自認沒違規，要求到派出所看監視器畫面，警察叫他騎機車到派出所後，竟將他壓制上手銬，又說他酒駕，他一氣之下拒酒測，沒想到警察開出酒駕拒測單，並沒告知拒測的下場是9萬元罰單及吊銷駕照。法官認為警員未當場做酒測，又未告知拒測的後果，認為警察濫權開單，撤銷所有罰單。警大教授表示，警政署目前重賞抓酒駕，只要基層抓到一件就是3支嘉獎，會引導警員執法上偏差，會讓警察想辦法開出酒駕罰單，獎勵方式應該檢討。
