被郵局發現信裡裝錢

我有用平信寄錢,可是過沒幾天就被退回來了
可是有人說如果信裡面被發現有裝錢寄回來時郵差會罰錢
可是寄回來那個郵差沒有罰我錢是為什麼??上面的郵票有蓋章了(那時我在家)

還是我寫錯了??
我是用衡的信封袋,左上寫我的地址等等,右下寫收件人的地址,中間是寫收件人的名子

有人知道嗎??
