【劉曉霞／台北報導】太平洋建設今天宣布跨足「綠色通路」，開設連鎖超市品牌「freshONE」鮮活超市！這是建商轉投資百貨、旅館、坐月子中心後，又一新插旗產業。太設估計，全台生機產值高達40億元，每年以12%速度成長。

「freshONE」鮮活超市選在明曜百貨後方的巷內，佔地近400坪，提供有機商品超過7000多種，預定明天正式開幕對外營運，成為全台首家房地產結合有機食物建立健康生活產業的綠色通路。

太設今年成立「太平洋鮮活公司」，太設持股20%，欲成立生機食物連鎖品牌「freshONE」鮮活超市，由太設章家第三代章克勤擔任。太設規劃，預計3~5年內，在全台展店7~10家，下一間店將以大台北地區為優先考量，接下來在新竹、台中、高雄等地拓點。

【高堂堯／南投報導】南投音樂家鄭瑞賢以獨特的自製「口笛」樂器，今年3月向經濟部智財局申請專利獲准，明天將帶領南投高中音樂班高材生廖柏鈞和集集國中女弟子標云共同在文化局演奏廳演出，回顧60年來的音樂作品。
 
鄭瑞賢指出，大陸笛子演奏家俞遜發在1971年曾製出雙口口笛，但不久後就在史冊文獻銷聲匿跡，他去年以南投特產的竹子為材料，經過好幾個月苦心研究、製作，終於將口笛重現世人眼前，清脆高亢的笛聲、長7公分易於攜帶吹奏的笛身結構，在日本、紐西蘭公演都大受好評，他希望進一步將這種樂器介紹給國人認識。

近年來噪音汙染事件頻傳，自98年起噪音檢舉案件數已突破5萬件，居各類陳情案件首位。噪音依據音量大小的不同，對人體造成的影響也不同，但民眾對於噪音汙染的管制標準不清，甚至對於噪音的定義也很模糊。因此，了解噪音的定義與法規限制是遠離噪音、提升生活品質的一大關鍵。

50分貝以下讓人感到舒適

目前世界各國統一度量聲音強度的單位為「分貝」，通常人耳能聽到的音量大約介於0到140分貝之間。一般而言，在50分貝以下的音量會讓人感到舒適，在50到70分貝之間則會引起些微的不舒服，音量在70分貝以上就會讓人產生焦慮不安，進而引發種種疾病。

至於該如何界定噪音？基本上，只要讓人聽了不舒適的聲音，例如太大聲的聲音或是不協調的聲音等都算是噪音。但每個人感受不同，根據環保署的解釋，40分貝的音量足以影響睡眠，70分貝則會讓人血管收縮、血壓上升、注意力降低。90分貝的音量會影響內分泌與情緒，進而引起焦慮、頭痛等症狀，到達120或130分貝，則會引起耳朵疼痛與不適，140分貝則會導致耳膜破裂。

各場所管制時段不同

目前環保署對於各場所的的噪音管制時段不同，分為日間、晚間及夜間，其中以夜間的噪音管制最為嚴格。根據今年8月5日修訂後的噪音管制標準，第一、二類管制區的住宅區、文教區、風景區、行政區，其噪音管制的日間時段是指早上7點到晚上8點，晚間時段是晚上8點到晚上10點，夜間時段則是晚上10點到翌日早上7點。

第三、四類管制區則多為商業區、工業區或倉庫區，其噪音管制的日間時段是指早上7點到晚上8點，晚間時段是晚上8點到晚上11點，夜間時段則是晚上11點到翌日早上7點。

管制標準也有差異

根據營業場所、管制區劃、時段不同，其噪音管制標準也有所差異。以陳情案件最多的第二、第三類管制區而言，住宅、文教區為主的第二類管制區，其日間、晚間、夜間的音量管制標準分別是57、52、與47分貝。而住商混合的第三類管制區而言住宅，其標準則是67、57及52分貝。今年的法規修訂是為了因應大量的噪音檢舉案件，特別在各管制區加嚴3分貝的測量標準，為17年來最嚴格。

針對近年來爭議不斷的風力發電機組，環保署今年也效法法國、紐西蘭、英國、澳洲等國，分別管制風電機的全頻及低頻噪音。環保署噪音管制處謝燕儒表示，全頻噪音，例如飛機起飛的刺耳聲，易導致不適；低頻噪音則如空調馬達運轉的嗡嗡聲，長期下來也會造成生活上的困擾。

風電馬達開始受到管制

今年增列風電機組噪音管制標準，限制日間或晚間的全頻噪音不得超過50分貝，夜間噪音不得超過40分貝，且總音量不得高過背景音量5分貝。為了讓音量不大，但卻很惱人的風電馬達也能受到管制，本次也規定第一、二類住宅管制區的低頻噪音全日不得超過40分貝，第三類住商混合區全日也不得超過45分貝，希望能在發展替代能源的條件下，讓民眾能有安靜舒適的生活環境。

第五屆台北國際數位內容交流會將在下月中登場，本屆活動主題為行動力，將邀請知名手機遊戲軟體「Candy Crush Saga」開發商旗下遊戲設計師Tommy Palm、LINE行銷經理、東京電視台局長等分享產業趨勢。

主辦單位表示，活動將於9月16、17兩天進行。由於智慧手機、社群網站趨勢明確，App藉這兩波資訊變革崛起，建構出特有的市場生態，本屆主題訂為「行動力」。

主辦單位表示，特地邀請近期App成功代表的「Candy Crush Saga」說明成功祕訣，此次來台擔任Keynote的Tommy Palm，已從事遊戲設計師與創業工作20餘年，因為率領團隊贏得過無數次手機遊戲大獎的入圍和得獎，獲得「手機大師」的封號。
