特偵組今天發表聲明，強調沒有監聽立法院長王金平，檢察總長黃世銘向總統報告關說案，既無洩密，也合乎憲法意旨。

特偵組9月6日以法務部長曾勇夫、高檢署檢察長陳守煌涉接受立法院長王金平關說，指示高檢署檢察官林秀濤就立委柯建銘在全民電通案遭控背信獲判無罪後，不要上訴，讓柯建銘無罪定讞。特偵組將曾、陳分別函送監察院及送行政評鑑。曾勇夫已請辭獲准。

關說疑雲延燒，引發外界質疑檢調有無違法監聽國會議長問題、黃世銘拿監聽資料向馬總統報告，和葉盛茂向陳水扁報告洗錢情資很像，恐有洩密問題等。

特偵組透過聲明表示，因為偵辦法官涉貪案時，發現柯建銘疑另涉關說一宗假釋案，且有貪污之嫌，於是依通訊保障及監察法規定，向台北地方法院聲請核發通訊監察書（即俗稱監聽票）獲准後，才對柯建銘的一支行動電話監聽。

特偵組表示，這次是查關說假釋案期間，意外截錄到柯建銘與王金平就全民電通案的對話，特偵組從未監聽王金平。至於關說假釋案，經調查後，因查無柯建銘違法事證，全案已簽結。

而王金平為柯建銘向法務部、台高檢關說一事，特偵組表示，因查無金錢對價，於是認定此「重大司法風紀事件」未涉刑責，僅涉行政違失，且法務部長涉及事件，檢察總長向總統提出報告，絕無違反偵查不公開的洩密問題。

特偵組強調，因涉案人員層級為立法院院長及行政院部會首長，且對國家社會影響重大，依憲法第44條規定，「總統對於院與院間之爭執，除本憲法有規定者外，得召集有關各院院長會商解決之。」所以，黃世銘才據以向馬總統提出報告，合乎憲法規範意旨。

特偵組並說，外界援引葉盛茂洩密情節顯然引喻失當，因為這起關說案所涉及對象與馬總統無關。

台聯立委葉津鈴今天指出，油電雙漲，中油、台電鉅額虧損卻仍照領高額獎金，她統計103年度兩家國營企業編列獎金發現，竟然高達36億及67億高額獎金，其他的國營事業也不遑多讓，17家國營事業共編列264億獎金，12萬8000多位國營企業員工平均每人可領近20萬6000元獎金。其中11家國營企業平均每人獎金超過22萬，這與行政院所雇用臨時人員4181人中，有1107人是支領最底薪資1萬9047元相比，「實在差很多」。

她說，這些貧工年薪也不過22萬8564元，17家國營企業中有9家、超過半數光獎金就超過這些臨時人員的一年薪資。

葉津鈴說，國營企業員工中，又以中國輸出入銀行獎金最多，平均每位員工可領28.2萬元，另前5名依序是中央存保公司27.7萬元、中央銀行24.7萬元、台灣金融控股公司24.6萬元、土地銀行24.1萬元。

1.房子是我爸的名字，房子做買賣我媽能拿到ㄧ半的錢嗎？
