巴基斯坦政府將於明天釋放前阿富汗塔利班組織第二號人物巴拉達（Mullah Abdul Ghani Baradar）。阿富汗政府數年來要求釋放巴拉達，希望有助於阿國和平進程。

近年來英國境內發生多起跨國詐騙案件，今年暑假期間駐英國代表處接獲多起國人求助案例，為儘快追緝歹徒，駐英代表處洽請英國警方設立華語報案服務，受害人可迅速直接報案。

駐英代表處指出，今年夏天求助的案例包括，詐騙集團盜用已登記立案公司的名稱與網頁吸引顧客購物，甚至在收取匯款後謊稱貨品遭英國海關扣押，要求再匯寄手續費；或有假藉親友之名以電子郵件謊稱車禍要求匯款濟助；或有短期訪英租賃假日公寓匯款遭詐騙等。

英國警方向代表處表示，多數詐騙犯罪型態透過網路或電子郵件聯繫，假藉各種名目哄騙民眾先行匯款，歹徒甚至根本不在英國境內，民眾發覺上當後，歹徒通常已經失聯不知去向，所匯款項也早已被提領。

駐英代表處除一一協助國人向英國警方報案交涉，並洽英國警方「防制詐騙行動處」（Action Fraud）設立直撥電話，受害人在英國境內可撥打0300 123 2040，在英國境外則撥打+44 161 234 9230專線，「防制詐騙行動處」均有專人協助錄案，並提供華語服務。

當事人也可上防制詐騙行動處網站www.actionfraud.police.uk/report_fraud報案，英國警方將提供報案編號，當事人可據此編號續向警方提供新事證及查詢辦案進展。

國人如果不幸遭騙，除可照上述方式直接聯絡英國警方，仍可撥打駐英代表處緊急聯絡電話07768-938-765，以共同協助處理。

委內瑞拉總統馬杜洛之前憤怒地表示，美國禁止他的座機飛越波多黎各前往中國大陸。美國國務院今天說，已給予馬杜洛（Nicolas Maduro）座機飛越權。

國務院發言人哈夫（Marie Harf）說，華府昨晚告訴委內瑞拉，已給予總統座機飛越權。

路透社報導，馬杜洛在當地時間昨晚10時30分在推特（Twitter）上說，座機已起飛，前往北京。

哈夫說，委內瑞拉未照規定申請，規定是飛越前三天需提出申請，但委內瑞拉前一天才提出，而且外交許可規定飛機必須是國家飛機，委內瑞拉的飛機不是。

她說，即便如此，美國還是在有限時間內與委內瑞拉外交官合作，給予委內瑞拉總統座機飛越領空權。

馬杜洛週末赴北京進行國是訪問。
