天兔颱風挾帶的風雨約於今天凌晨3時起對花蓮造成明顯影響，中南區鄉鎮累積雨量大，玉里鎮和萬榮鄉雨勢強勁。

花蓮地區約於今天凌晨3時起出現較為明顯的風雨，間歇性的雨勢約至上午8時緩和下來，據花蓮氣象站的監測顯示，花蓮中南區鄉鎮累積雨量較大，其中玉里鎮和萬榮鄉的雨勢明顯強勁。

花蓮中南區鄉鎮雨勢雖然不小，但山區土石流預警雨量並未達紅色警戒，不過全縣仍有82條溪流達黃色警戒，花蓮縣災害應變中心提醒民眾應提高警覺。

花蓮中區瑞穗鄉雨勢也相當強勁，造成奇美村道出現坍方現象，南區富里鄉台23線6K至16K小天祥路段，邊坡也出現零星落石，於上午9時機動實施預警性封路。

不過原本實施預警性封路的台11甲線光豐公路，則是於今天上午8時30分起解除封閉措施。

中橫公路、蘇花公路、台11線濱海公路維持正常行駛，並未實施道路封閉。

天兔降下豪雨，造成台七線101公里又500公尺處、即宜蘭縣大同鄉崙埤村接近鄉公所的路段，今天上午9時許，因山壁土石坍方了1200立方公尺，阻斷道路交通，公路總局第四區養護工程處緊急搶修，預計下午2時可以搶通，恢復通車。

經歷：Randy Orton這名小子加入職業摔角前曾就讀美國西點軍校，卻因擅離職守遭軍法審判，退學後於2002年3月在WWE的SmackDown！中出道，2003年5月加入Evolution，2003年12月首度獲得WWE洲際冠軍，此後更擊敗眾多傳奇選手，而有了傳奇殺手(The Legend Killer)的稱號。

被譽為是一位很有前途的年輕摔角手。他出生于摔角世家，他的爸爸和祖父都是出名的摔角手，曾驚拿過NWA的多项冠軍。Randy Orton是WWE的訓練機構OVW一手培育出來的新人，2001年10月，他開始在WWE節目開始前打一些Dark Match。2001年11月27日，他與Brock Lesnar比赛，造成肩膀受傷，休息了一段時間後，被送回OVW訓練。

2002年4月25日，他正式出現在WWE的電視節目，首先是加入SmackDown!。一開始就跟老將Hardcore Holly不和，吸收了不少經驗。

2002年5月16日，他還有機會挑戰Undertaker的絕對冠軍，可惜未能成功。2002年7月14日House Show，他在與Batista比赛中再次受傷。

2002年9月底，傷癒的Randy Orton跳槽到RAW。這次他的角色變成了反派，但肩膀傷患還是缠著他，所以一直到年底他都没怎麼比赛過。2003年1月，Randy Orton經歷了摔角生涯中的一個重要轉擇點，就是加入了Triple H的團體——Evolution，因此聲名大噪。正以為可以大幹一番事頁之際，但世事難料，2003年3月初，他再次嚴重受傷。他與Hardcore傳奇人物Mick Foley在2004年Backlash的一場Hardcore戰讓許多人對他的印象改觀，更在同年的SummerSlam中，打敗Chris Benoit ，成為WWE史上最年輕(24歲)獲得世界重量級冠軍的選手。

之後,因Triple H不滿他成為世界重量級冠軍而教訓了Randy Orton,從此他離開Evolution,並戰勝各Evolution成員。

後來一路的表現還算不錯！但在２００６卻頻頻出現一些個人狀況！在國外比賽砸毀人家飯店！

一些行為脫序的狀況，甚至在比賽上出現殘暴和自我的表現，

還因為這樣曾被ＷＷＥ要求去看精神科醫生，因此曾被ＷＷＥ罰款和禁賽過一段時間！

後來回歸到ＷＷＥ一切都還算不錯，後來和Edge組了雙人團隊!

合作了一段時間，也是ＷＷＥ力捧的選手之一，希望他有各好的表現！
