宜蘭縣秋季主題活動、也是全國第一個專為長者所舉辦的2013不老節，將於10月12日到27日密集登場。串連12項大活動及規劃14條人文、生態、體驗行程，要讓樂齡長者玩個夠。縣長林聰賢2日率同舉辦團隊和員山鄉長江永和等人，在歌仔戲發源地的結頭份大樹公底下舉行宣傳活動，邀請全國長者呼朋引伴、三五好友或三代同堂一起來享受舒適又友善的宜蘭之旅。

為了迎接這個屬於老人家的大活動，主辦單位接連推出：宜蘭祖父母日、樂齡體驗情境、樂齡博覽會、高齡友善城市國際研討會、楚漢相爭賽人棋、全國象棋大賽、來宜蘭尬歌仔比賽、全國樂齡舞林大賽、全國樂齡歌唱大賽，宜蘭不老餐、返老還童來踩街等內容。

此外，還有秋遊宜蘭正對時的「名人代言 達人帶路主題旅遊」14條路線，邀請民眾帶著相機，在全縣拍攝各項活動精采畫面，參加「童心．不老Camera節慶攝影大賽」，分享在宜蘭的幸福氛圍，有機會獲得豐厚的獎金。而10月14至17日、10月21日至24日期間，到宜蘭住宿更有1000組「買一送一」優惠。

林聰賢指出，宜蘭縣65歲以上的老年人口，已佔總人口數的13.43%；台灣地區的老年人口比也來到了11.31%。顯示高齡化問題日趨嚴重。以「幸福立縣」的宜蘭縣，參照世界衛生組織揭示的高齡友善城市八大面向「無障礙與安全的公共空間」、「交通運輸」、「住宅」、「社會參與」、「敬老與社會融入」、「工作與志願服務」、「通訊與資訊」、「社區及健康服務」，積極推動「高齡友善城市」，提升長者們的生活品質。

又指出，今年首度舉辦的宜蘭不老節，標榜的是心境不老、夢想不老、行動不老的精神，鼓勵長者走出戶外，讓長者們都能帶著愉快的心情秋遊宜蘭。為了營造友善的氛圍，鼓勵更多高齡長者來參與，凡是外縣市符合資格報名參加不老節各項比賽的長者，縣府將發給國道5號客運免費來回乘車證。歡迎全家總動員參與一系列精采的不老活動。
