【大紀元2013年10月03日訊】（大紀元記者林怡香港報道）上月中共國務院總理李克強曾強調不會擴大赤字，及不放鬆也不收緊銀根。瑞信亞洲首席經濟師陶冬認為大陸經濟問題仍未解決，預料地方債將在明年下半年引爆，提醒當局勿令政府違約，形容這是「玩火遊戲」，會引發金融震盪。

瑞信公布「亞洲經濟展望」的研究報告認為，在下月召開的第十八屆三中全會對大陸非常重要，預計中央會表達政府改革、財政改革、土地改革、城鎮化、戶口系統改革等各方面的框架，不過，相信只是重點表明原則，而不會提供太多詳細資料。又指，大陸經濟已經見底，因此早前將今年內地經濟增長預測由7.4%調高至7.6%，明年則由7.6%上調至7.7%。 通脹率則預料至年底為3.4%，明年中升至5%。

另外，報告預期，在2014至2015年間是內地地方政府債務償還高峰期，密切關注會否出現大規模違約，特別是如果信貸環境改變。

大陸地方債務危機明年引爆

瑞信亞洲區首席經濟師陶冬預期，中國地方債務危機於明年下半年有可能爆破，他建議北京政府要好好處理，「我認為會有相當大的可能，一部份地方投資項目沒有辦法還出債來。這個到2014年下半年情況會浮現出來，變得相當明顯，但是這只是問題的一部份。關鍵看中央政府怎麼樣處理這個問題。以地方的財政實力來看，這個問題沒有辦法解決。」並透露目前中央和地方就債務問題充滿火藥味，「在中央政府的官員中，彌漫一股情緒說，給他們一個教訓，換句話說允許他們毀約，但是我認為這是一個玩火的遊戲。全球金融危機就是因為鮑爾森想給華爾街一個教訓引起的。」

陶冬指出部份地方政府的基建項目，根本沒有還債能力；大陸的地方政府平均財政赤字佔當地經濟生產總值的8.5%，還債高峰期將於2014年底至2015年。不過中央政府則財政穩健，即使計入地方政府債務，債務佔國內生產總值亦只是70.4%。因此關鍵是中央政府如何處理地方債問題。

另外，他又預期明年環球經濟增長，將重新由發達國家主導，為推動經濟增長的火車頭，環球GDP增幅達3.8%，為5年來自次再重上平均線3.5%之上。

港樓市未來一年將跌二成

他指出，引發樓價下滑主要由兩個外圍因素帶動，其一是明年下半年或以後，市場對美國聯儲局退市加息預期，將引發本港的按揭利率大幅飆升100個點子（100點子等於1厘），屆時物業按揭人將會增加12%按揭貸款。另一個誘發樓價下跌因素，將是明年下半年大陸的地方政府還債出現問題，中國信貸收縮，香港資金流出，也將是導火線。

上海自貿區打造新香港

在近期外資大舉撤離、中國經濟陷入危機的背景下，中共總理李克強高調推動上海自貿區。陶冬認為北京想在上海製造一個新的香港，「北京的領導人希望製造出一個新的香港，來實施一個本地完全不同的管治體系、政策體系和經濟環境。但是上海自貿區它有它的問題，它在政策上放開了，但是在法治問題上，在政治問題上並沒有放開。那麼到底上海自貿區能不能夠成為香港，只有時間能夠給我們答案。」

另外，對於美國近日因預算案未通過令政府局部暫停運作，陶冬認為此舉令美國每周損失70-80億美元，規模對經濟影響不大。他又說，事件屬於小問題，但憂慮可能令在本月中的債務上限談判更艱難。一旦美國出現債務違約，將對市場帶來大的動盪。

2013年秋天的台北政壇，好熱鬧! 不只有藍營的馬王秋鬥，更有綠營各路人馬逐鹿五都的秋爭。
 
超級戰區的雙北市有志者眾。台北市已有顧立雄、許添財先後表態，呂秀蓮還在鋪陳地方勸進的熱帶氣旋，柯文哲雖立志醫生從政，內心卻還在跟親情拔河。新北市看來是游錫堃與羅致政兩強之爭。
 
此可解讀綠營評估2014年五都選情大好，無能的馬政府積弱不振，加上地方執政出現藍色憂鬱，反而是綠色執政招牌，品質保證的名號依舊響亮，過氣的綠營人物都在一夕之間，迅速恢復活力找到重生舞台，急欲為黨出征立下汗馬功勞。
 
話說回來，天下大亂，一定形勢大好嗎?當年民進黨從鄉村包圍都市，再從地方挑戰中央的政治論述，真的可以再次驗證嗎?
 
細察綠營戰將的政治背景，可以看出一個共同點。或多或少都與陳水扁有關聯!民進黨基層瀰漫的阿扁情結，與雙北市中性冷靜的都會選民特質，顯得有些格格不入。
 
顧立雄是為阿扁伸張正義的辯護律師，許添財是阿扁換帖的義勇軍，呂秀蓮是阿扁執政八年的最佳拍檔，柯文哲是懸念阿扁病情的大砲醫師，游錫堃是深綠挺扁的珍堅定團長。學者出身的羅致政，被視為蔡英文的嫡系人馬，仍屬挺扁的鐵桿18趴大將。
 
身陷牢獄的阿扁想必會暗夜發笑，沒想到雙北熱戰仍不脫阿扁代理人之爭，獄中阿扁仍可發揮剩餘價值左右選情，也難怪這幾天綠營各方人選，紛紛發表阿扁情義相挺的談話。
 
只要阿扁魔咒揮之不去，民進黨即使推出顧立雄或柯文哲等清流，皆為關心社會弱勢與人權的優秀人選，一遇到選前關頭的藍綠對決激化，
恐怕也難吸引中間選民的青睞，終究是誤入叢林的小白兔，更別提要幫民進黨收復失土，形塑2016年重返中央執政的滾雪球效應。

【林世雄／台中報導】秋天是吃螃蟹的季節，由台灣養殖業者自行養殖的大閘蟹，本周將陸續上市，台中市大閘蟹養殖會理事長黃喜慶說，今年的大閘蟹售價與去年差不多，4兩重的大閘蟹每隻400元左右，4.5兩重售價約500元。

他表示，由於台灣業者的養殖技術愈來愈成熟，再加上今年天候狀況還算穩定，收成率已經從過去平均的2成多，提高到3成以上。他說，台灣養殖的大閘蟹都是現撈，不僅口感新鮮、肥美，蟹膏也比較飽滿，對愛吃螃蟹的老饕來說是最佳選擇。
