美兩黨惡鬥，全球金融市場銼著等。分析師擔心，共和黨可能在數週後杯葛增加舉債上限，恐導致美國政府破產，進而影響全球金融市場。美國總統歐巴馬仍然態度強硬地表示，只有共和黨同意通過政府預算案及增加舉債上限，才會與共和黨協商其它條件。

歐巴馬2日在白宮與共和黨參院領袖、共和黨眾院領袖、民主黨參院領袖及民主黨眾院領袖4人協商，針對聯邦政府預算案、舉債上限兩項議題進行溝通，但是90分鐘的會談並沒有解決政府停擺的僵局，兩黨依然維持對立立場。共和黨籍眾議院議長貝納說：「總統不只一次的強調，他將不會妥協。」

歐巴馬表示，只有在共和黨同意通過政府預算案及增加舉債上限的條件下，他才會與共和黨洽談其它條件。

美國財政部指出，聯邦政府在本月17日就會達到舉債上限，屆時財政部將無權借貸更多資金應付政府支出。民主黨籍眾院少數黨領袖裴洛西提出警告，政府關門再加上舉債上限問題，可能導致美國歷史上首次的「政府跳票」，後果將不堪設想。

分析師認為，預算案沒通過讓政府關門，而不增加舉債上限恐將導致更嚴重的後果，結果不但影響美國的信譽，破產的美國也可能危及全球金融市場，甚至造成金融危機。

由共和黨主導的眾議院表示，除非歐巴馬同意延後執行「歐巴馬健保法」或削減其預算，否則眾議院不會通過政府預算案。外界擔憂，眾議院將故技重施，除非歐巴馬在「歐巴馬健保法」上做出讓步，否則其將拒絕通過增加舉債上限的議案。

但「歐巴馬健保法」是歐巴馬上任以來的主要施政措施之一，歐巴馬曾表示，不會對此法案做出讓步。歐巴馬說：「只要我是總統，我就不會接受某些共和黨人士的無理要求，並否決提供健保給數百萬努力工作的美國公民。」
