【陳俐妏╱台北報導】台積電（2330）釋出供應鏈庫存調整、高階智慧手機需求轉弱，第4季營收季減1成，但明年在28奈米出貨帶動，20奈米貢獻營收下，全年營收將有2位數成長。巴克萊看好新製程驅動技術向上週期，調升目標價至139元，今年每股獲利上看7.02元。美林證也看好長期獲利趨勢，維持買進評等。
 
巴克萊證券表示，在晶圓領先指標在10月可築底下，產業最壞情況應已過，雖然市場對明年首季營收回檔仍有關注，預估季減約2%，不過在20奈米開始量產下，有助於減低首季折舊成本。
 
巴克萊證券看好台積電20奈米HKMG 明年首季量產，16奈米FinFET製程後年跟進，將可驅動技術向上週期，考量今年第4季營收獲利狀況有相當表現，維持加碼評等和亞太半導體首選名單，將目標價從128元調升至139元，一併調升今年每股獲利估值5%至7.02元，明年每股獲利上看7.93元。
 
大和證券指出，台積電明年資本支出約100億美元仍非常積極，有助於確保技術領先的優勢。台積電動能在軌道上，不過從股價估值來看，題材多已反映，考量後續季節性效應，維持持有評等。
 
但美林證券認為，台積電今年底股價仍有相當表現，主要是由產業週期帶動，如來自蘋果20奈米訂單和28奈米HKMG製程力道，正向看好庫存消化加速。高獲利的28奈米HKMG製程將有第2波採用者，良率改善下20奈米將在明年第2季跟進量產，加上蘋果明年訂單挹注，仍看好台積電獲利仍可持續，維持買進評等和目標價131元。

【大紀元2013年10月17日訊】（大紀元記者江禹嬋台灣台北報導）目前國考測驗題都是單選，考試院將推動國家考試採取複選題，原本打算從民國103年（西元2014年）公務員初考開始，但考試委員有疑慮；考選部擬從明（2014）年8、9月專技考試開始。

過去公務人員初考題型都是單選測驗題，導致許多考生發生同分情形，為了加強鑑別度，決議未來初考採取複選題。

不過有考試委員認為，複選題未必能增加考試信度與效度，建議先由專門職業及技術人員考試開始實施。考選部提到，考量到相關法制尚未完備，而且明年的初考已經開始報名，為了讓應考人有充足時間準備，決定另行擇定其他適當考試種類實施。

考選部長董保城說，最快也要明年8、9月的專技考試，才會開始實施複選題，104年的公務員初考也「不排除」會有複選題。

實施初期，複選題占該科測驗試題配分比率以不超過30%為原則，若該類科滿分100分的話，複選題約占20~30分之間。

目前已建置公民、國文2科複選題題庫，辦理命題技術研習，力求命題周延，避免試題疑義。◇
