據南韓紐西斯通訊社報導，美國紐約街頭近來出現了日本『戰旗』旭日旗的壁畫，令當地韓裔民眾擔憂以藝術的名義對日本旭日旗進行包裝的行為會促進軍國主義復活。

根據環球網報導，南韓某網站10月30日報導了紐約布魯克林某地區出現了以日本『戰旗』為內容的壁畫，該壁畫位於一棟建築的牆上。周邊居民表示，從10月初開始，附近陸續出現了很多壁畫作品，『戰旗』是其中之一。

據悉，壁畫所在地區有許多街頭藝術家聚集，因此周邊街頭壁畫較為密集。對於出現的日本『戰旗』壁畫，在附近居住的一些居民表示，『剛看到壁畫時心情非常差』，『以日本戰犯旗為主題的壁畫上，還有拿著刀刺向什麼的忍者，不知道是誰設計了這種壁畫，讓人惱火』。『很擔心以藝術的名義對日本戰犯旗進行包裝』。

事實上，周邊大部分居民對日本『戰犯旗』並不了解，特別是周邊的年輕人，對於壁畫的含義表示『並不了解但看起來很酷』。一位30多歲的女性則表示，『壁畫看起來很漂亮』。但她在了解壁畫象徵意義後表示，『實在是令人震驚，不理解為什麼會有人以這種主題來創作』。

據了解，8月在洛杉磯街頭也曾出現了以忍者為主題的壁畫，引起了當地韓裔居民的強烈抗議。對於近來出現的類似壁畫，紐約韓人家長協會會長表示，『近來在美國各地出現的旭日戰犯旗，說明日本右翼妄圖復活軍國主義的想法。除了在美韓裔要積極的阻止美化戰旗的行為，南韓政府也需要對此進行關注』。

教育部的藝術與設計菁英海外培訓計畫，選出19位學生至美國紐西蘭等地進行進行或實習。現在，這些學生的努力，已從他們的作品中開花結果。該計畫從2005年執行至今，已送162位學生出國，平均每人可獲得150萬元的補助。

其中有多位學生投入動畫領域，且成果豐碩。

現就讀台北藝術大學新媒體藝術研究所的吳建錩，在法國高等資訊視覺傳播學院(Supinfocom Valenciennes)就讀，並是他的同學中，唯一一位進入巴黎illumination Mac Guff的學生，同時勝過多位美籍人士，為台灣第一人。吳建錩表示，法國高等視覺學校重視業界實習，而他能進入讓他很意外。該公司在台灣最廣為人知的作品為「神偷奶爸」，而他也投入另一部電影製作，預計11月份在巴黎上映。

由他執導的3D動畫「爪」，在日文中為指甲之意。故事描述一位將指甲畫的極漂亮的正妹，與一位醜陋女孩的故事。劇情相當驚悚，令人驚嘆：過去多用來製作適合兒童觀賞的動畫片，也能巧妙營造驚悚可怕的氛圍。

吳建錩表示，他在Mac Guff內實習時間從8月開始，雖短短一個月，卻深刻了解法國人工作狀況。該公司提供一個月400歐元（約台幣16000元）的酬勞與交通津貼，並提供餐券，可至公司內附設餐廳用餐。法國人非常重視生活品質，因此絕不加班，一天僅上班7個小時，因此他需要在緊湊的時間內做完動畫，而且與各國的菁英合作。他的前輩與總導演在檢查畫面時是逐格檢查，有一點小失誤或不流暢就需要重作，相當嚴謹，因為「你不能讓觀眾買票入場，卻看到有瑕疵的作品」。

吳建錩回國後，未來會找有關動畫方面的產業，且不排除到國外工作。
