（軍聞社記者姜大宇高雄十八日電）行政院政務委員林政則今日南下左營軍區，瞭解國軍配合外交部執行菲律賓賑災物資匯集整備情形，肯定官兵精實戰訓之餘，不只彰顯國軍是執干戈的鋼鐵勁旅，更展現政府的「軟實力」，具體宣揚中華民國政府「愛心無國界」的人道關懷價值。

　林政則政務委員下午由海軍副司令許培山中將等人陪同，前往左營軍區瞭解相關任務簡報；隨後，他前往專案辦公室、物資接收站及碼頭等地，實際瞭解各界捐贈的物資接收、倉儲及運送情形，肯定國人伸出援手提供菲國協助，使我國成為國際社會「人道援助的提供者」。

　林政務委員並再次呼籲國人踴躍捐輸，提醒民眾可利用衛生福利部賑災專戶捐輸，帳號為270750「中央銀行國庫局」；國外民眾捐款帳號為007-09-11868-0「兆豐國際商業銀行國外部」，戶名為「衛生福利部賑災專戶」。另捐贈物資部份，民眾可將飲水、乾糧、藥品等物資集中送至高雄左營軍港會客室（高雄市左營區介壽路十號）。

據「2013國際城市軌道交通建設運營及裝備展覽會」獲悉，大陸2013年地鐵車輛招標數量達3,137輛，首次突破3,000輛大關。上證報引述業內專家表示，大陸已進入城市軌道交通快速發展期，預計建設熱潮至少持續10年以上。

中國北車(601299.SH)相關負責人表示，隨著新一屆政府簡政放權，現在地鐵項目只需省級相關部委同意即可建設，大為縮短了車輛招標週期。預計未來3年，至少還有10個以上城市將獲批建設地鐵項目，而有軌電車市場將高達3,000億元。大陸城市軌道交通的建設熱潮至少持續10年以上。

另外，按照今年初的原有投資計劃，大陸第四季鐵路基建投資也將迎來階段性「井噴」。根據8月上調的鐵路固定資產投資計劃，今年全年固定資產投資從原定的6,500億元提升至6,600億元，其中鐵路基礎建設投資為5,300億元，而在明後兩年鐵路項目投資總計還要完成1.4兆元。

根據中國鐵路總公司發布數據顯示，今年1-9月鐵路基礎建設投資僅完成3,287億元，佔全年總規劃的62%，這意味著第四季要進一步加快鐵路建設投資，才能完成今年剩餘的四成規劃。

截至2013年6月，大陸共有軌道交通運營城市16個，總計軌道交通運營線路達68條，較上年56條增加12條。中國北車相關負責人表示，根據各城市目前軌道交通線路建設進度，預計2013年將有12個城市新開通運營軌道交通，到年底運營線路累計將達80條，總里程將達2,400公里，運營車站將達1,600座。

大陸高鐵概念股20日多數走揚，截至11:02左右，北方國際(000065.SZ)、*ST國恒(000594.SZ)奔漲停，寶勝股份(600973.SH)觸及漲停，航天機電(600151.SH)等逾十檔漲逾4%，太原重工(600169.SH)等逾十檔漲逾1%。
