證交所表示，台灣證券市場上市公司多數體質健全、營收良好、配股率合理，而社會對調高平均薪資則有殷切期待，經由將發放員工薪酬較高的上市公司納入「台灣高薪100指數」成分股，並將指數授權大型基金管理機構作為投資指標，或授權投信發行被動式投資商品，引導資金投資發放薪酬較高的上市公司，鼓勵企業加薪，將獲利回饋員工，善盡企業社會責任。

證交所指出，尤其是追蹤特定指數績效表現的被動式投資，基金經理人的投資操作以複製所追蹤標的指數為原則，既能避免弊案發生，也可降低交易成本及提高管理績效，在國外已漸成主流，特別受到退休基金青睞，例如日本國民年金(GPIF)就有達81%股票投資部位採被動式投資、美國的加州公務人員退休基金(CalPERS)也有70%股票投資部位採用被動式投資。

證交所強調，「台灣高薪100指數」設計概念全球首創，除了為台灣證券市場企業社會責任型指數發展再添動力之餘，也期望能進一步推廣被動式投資概念。(中央社)

台灣證券交易所表示，券商辦理本項業務除可加強瞭解投資人資金狀況，降低交割風險，並有助證券市場長期發展。

投資人委託券商辦理本項業務，則可提升證券儲蓄帳戶閒置資金收益率，且買賣貨幣市場基金各項申購贖回、款項匯入匯出等手續，都由券商代為辦理，投資人無相關作業負擔。

證交所指出，證券業務應付客戶交割款項包括客戶上市(櫃)股票買賣、認購(售)權證履約、債券買賣或附條件交易、衍生性商品及複委託等應付客戶交割款項；券商應付客戶交割款項轉撥運用，不得留置，運用標的以新台幣計價的國內貨幣市場基金為限。

此外，為保障客戶權益，券商辦理本項業務應開立「券商受託客戶投資貨幣市場基金專戶」，此專戶應與自有財產分別獨立，款項及投資標的均不得流用，且券商就自有財產所負債務，債權人也不得對專戶款項及投資標的請求扣押或行使其他權利。(中央社)
