在中南海不斷釋放周永康案很快將公審的消息之際，美方此舉無疑讓中共貪官震驚和恐慌。隨著中國時局的發展，中共江派權貴利益集團，在江澤民以貪腐治國期間，以暴力「維穩」鎮壓百姓，破壞社會道德教育司法系統，把所有部門當成為權貴壟斷權益，無度斂財的機構。中國大陸的央企、國企被中共江派權貴集團分瓜壟斷。石油是曾慶紅、周永康的勢力範圍；電訊由江澤民之子江綿恆掌控。

據報導，僅周永康涉嫌貪腐的金額就高達數千億元。江澤民、曾慶紅、周永康等家族不僅在國內大肆搜刮民脂民膏，而且向海外轉移巨額資產。在中南海高層的博弈中，江派血債幫逐漸被剔除，江系的幾大家族搜刮的民脂民膏，一旦被追查，或將面臨和全斗煥家族一樣的下場。

中共十八大後，現任當權者反腐清洗了不少江派的大小「老虎」，貪官如驚弓之鳥紛紛外逃。因此形成「裸官」紛逃，向海外轉移資金的氾濫情景。根據中紀委的預計2013年非法資金外逃達15,000億美元，比2012年急劇上升50%。據說，僅2012年中秋和十一期間出境的公職人員有1,100多人沒有按時返回，其中714人確定為外逃。

2014年7月22日到年底，中共一場代號「獵狐2014」旨在緝捕外逃經濟犯罪嫌疑人的專項行動已全面展開。美國財政部官員表示，美中兩國就落實和執行「外國帳戶稅收遵從法」（FATCA，俗稱《肥咖法案》）達成協議。該法案於今年7月1日正式實施。美國作為法制國家，不能容忍不法貪官在美國享受他們貪腐來的財產。大量「裸官」把美國當成逃避懲罰的避風港，此舉無疑也逐漸破滅和失效。

在中南海不斷釋放周永康案很快將公審的消息之際，美國沒收韓國前獨裁統治者全斗煥家族財產的消息，又何嚐不是一個很大的信號，那些參與惡行的中共官員，將來究竟哪逃？

周永康家族把巨款全部存到瑞士銀行，企圖逃避美國監管。被譽為避稅天堂的瑞士突然承諾，將自動向其他國家交出外國人帳戶的詳細資料。美國和瑞士的舉動不僅讓中共高官震驚，也對外界釋放出明顯的信號，隨著國際局勢對中共江派血債幫活摘法輪功學員器官暴行的關注和聚焦，隨著中國高層政局的變動，不法官員非法得來的資產，因其參與活摘的罪惡，逐漸喪失可以逃避的可能。那些參與活摘暴行的中共官員，面對無法擺脫的罪惡，終會受到法網恢恢的追討。
