役男隱私遭洩 僅獲國賠五萬

【台灣醒報記者陳是祈台北報導】國內首例因愛滋隱私免役卻遭洩的訴訟，終於今年4月定讞，受害者小健（化名）獲准判決國賠新台幣5萬元。「五萬元連律師都請不起！」在記者會上，小健吐露了因為區公所人員疏失，對他以及家人造成難以彌補的傷害，也表達對政府的不守約及判決結果的不滿。

依據法規，不得洩漏因感染愛滋而改判兵役體位者的身分，且保密對象包括至親。但當時負責兵役業務的區公所，卻將印有「通報為HIV」、且完全沒有任何密封的字樣通知書，透過里幹事直接交給小健的母親。不只洩漏給區公所人員，也使小健在毫無預備的情況下，和家人經歷了好幾個月的冷戰和衝突。

「家人和我都十分難受。」有鑑於感染者在社會與家庭接生存不易，且連公務機關都如此輕易犯錯，在反覆思量一年後，小健決定以自身慘痛遭遇提起國賠。但法官在判決書中說，「因為是至親，應該不會再洩漏，所以只需判給五萬」，對小健而言，和當初起訴的五十多萬相去甚遠。不只律師費付不起，更造成了二度傷害。

雖然法官並不否認洩漏的事實，但判決卻讓小健難以接受，「怎麼能以『會不會再洩漏』來決定賠償額度呢？」他表示，秘密被洩漏已經是傷害，洩漏對象是家人時，傷害更大。

中華民國愛滋感染者權益促進會（後稱『權促會』）社工張正學長期服務愛滋感染者，他表示，愛滋感染者的隱私太容易在各種各類的場合受到威脅或傷害。曾有役男感染者持全國醫療服務卡辦理免役證明時，承辦人員在大庭廣眾之下，大聲勸戒如何避免將愛滋病傳給家人，令該役男難堪又憤怒。

權促會秘書長林宜慧表示，像小健這樣的案例並不是首例，卻是第一個站出來訴訟的案例。小健表示，役男若要提起國賠訴訟，除了要有一定的法律常識，也要和知情對象有良好的溝通，也希望公務機關增強對感染者隱私保護的重視，不要再有更多人受害

自己是Sensation XE的使用者 看到網路上這麼多報料New One瑕疵的文章 其中很大量文章可以判斷的出來是有人故意發文的 所以就大多看看就算了 其實我不滿Sensation XE也好一陣子了 不滿原因就不講了 反正基本上就是我的需求大過於手機的效能了 其實也沒考慮太久 就直接下單網購New One了(PCHome) 因為工作一直很繁忙關係 所以我都是收到貨後好幾天才開封 第一支(06/24收到) 開封後，網路上講的瑕疵完全都沒遇到 用了兩天沒問題後 準備貼保護貼時，打開檯燈，就看到兩顆大入塵 所以就辦理退貨(06/26退) 同時間下定了第二支(06/27收到) 這一支本來是想說等到第一支退款完成才下定 但因為急著要參加滿額送1400元刷卡金活動，所以就先下定了 但也怕第一支退件審核會不過，所以遲遲不敢拆封 但到今天(07/03凌晨3點) 因為也快到7天鑑賞期期限了，只好也拆封了 為了保障自己，還全程錄影 結果連開機都沒開，我就填退件單回裝了 因為很明顯是整新機 前鏡頭側邊和下方喇叭側邊都有被異物壓過的損傷痕跡 我個人對於產品外觀損傷其實不會很在意 我是認為東西買來就是要用，功能正常就好 所以我一直是裸機使用，除了螢幕會貼保護貼 但新品一來就超明顯損傷 奇摩子真的不是很好 因為送刷卡金期限也過了 那就等到兩支退件都審核完成再繼續下單賭人品吧～ -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 122.146.70.181

美國內汽車銷量增速5年來最快 出口量創新高

【大紀元2013年07月03日訊】(大紀元記者程木蘭綜合報導)美國消費者持續對購買新車的胃口不減。根據購車網站Edmunds.com估計，美國新車銷售較去年同期增加6.3％，增速為5年來高點。更令人振奮的是，汽車出口量刷新紀錄，成了推動美國出口貿易額的商品。

週二(2日)，美國汽車製造商頻傳捷報。福特汽車(Ford)6月份國內銷量就去年同期增長13％，通用汽車(GM)增長6.5％，而克萊斯勒(Chrysler)增長8.2%。

破產重整後 更具國際競爭力

四年前美國政府主導克萊斯勒、通用汽車破產重整業務，如今意外促成美國汽車出口熱潮。藉由關閉無利可圖的工廠以及較疲軟的美元匯率，使得美國製造的汽車更具國際競爭力。

據統計，全美約有44座大型汽車裝配廠。運往海外的轎車和卡車數量，相當於3至4座大型裝配廠的年產能。

美國汽車出口量創新紀錄

過去一向進口大量汽車到美國市場的本田汽車(Honda Motor)，開始逆向操作，將自北美出口更多的汽車。預計2014年年底前，出口數量將超過進口自日本的數量。

根據美國國貿局(U.S. International Trade Administration)數據，去年美國汽車廠出口超過100萬輛汽車和輕型卡車，創高紀錄，且是2003年數量的三倍以上。

改善的勞動成本和重組產能不佳的工廠，使美國生產力在全球市場上更具優勢。汽油價格降低也助長了這一項出口量。

克萊斯勒專注國際市場

到2014年年底，克萊斯勒(Chrysler)希望每年出口多達50萬輛到北美以外其他市場，超過2012年21萬輛的兩倍。克萊斯勒的出口車輛絕大多數出自美國製造廠。

克萊斯勒吉普車系(Jeep)的首席執行官曼利(Mike Manley)表示，該廠將更專注於國際市場。意大利汽車製造商菲亞特（Fiat SpA）擁有克萊斯勒58.5%多數股權。克萊斯勒利用其母公司的據點在俄羅斯、中國等世界其他市場銷售，「我們更積極運用現有的資源促進增長。」

當然，美國汽車進口額仍然超過出口額。美國去年汽車貿易逆差達1,055億美元，約是汽車出口到海外510億美元金額的兩倍。同時，美國汽車業貿易額只佔美國貿易逆差的一小部分。2012年僅佔14.5%，降自1987年的22%。

本田利用匯差 加強美國廠產能

去年，本田從北美出口了9萬輛汽車。趁著美國的工廠擴張和較疲軟的美元，其最終目標是年出口量增加到20萬輛以上。週一(1日)外匯，一美元約兌換99.64日圓，遠低於2007年時兌換的120日圓。

在某些方面看，通用汽車(GM)和福特(Ford)從來不認為需要出口。他們算是早期全球化製造商，上個世紀初就在歐洲和世界各地設廠。

其中一名為愛協助男友販毒入獄7年8個月34歲女子小饅頭(化名)，上月17日獲假釋出獄，她不願中斷最後10天考照機會，主動申請繼續入監受訓，最終考取二級美甲師，她開心說：「習得一技之長，出獄後自己當老闆，一定能闖出一番事業！」

「滑鼠之父」Doug Engelbart 辭世

917d39b39240f67b01afd24922e9af6b 60 年代初，Douglas Engelbart 在參加一個會議時隨手掏出了隨身攜帶的本子，畫出了一種在底部使用兩個互相垂直的輪子來跟蹤動作的裝置草圖，這便是滑鼠的雛型。到了 1964 年，Engelbart 再次對這種裝置的構思進行完善，並動手製作出了原型。這是世界上第一支滑鼠。

作為 PC 端人機交互的最主要方式，鍵盤和滑鼠這種已經存在了近二十年。業界普遍認為，1973 年Xerox PARC研究中心推出的 Alto 電腦首先使用了滑鼠。而事實上，滑鼠的真正原型早在 1964 年就已經誕生，它的創造者——Douglas Engelbart 昨晚在加利福尼亞的家中辭世，享年 88 歲。

GigaOM 回顧說，很難描述他在 PC 革命中扮演的角色，除了革新了人機對話模式，發明了滑鼠，他的研究還領導了諸如 hypertext、圖形化使用者介面等技術的發展。

Douglas Engelbart 1925 年 1 月 30 日出生於俄勒岡州的波特蘭，1948年在俄勒岡州立大學取得學士學位，1956 年在加州大學柏克萊分校取得電氣工程、電腦博士學位。

1957 年，Engelbart 加入了史丹佛研究院，這一研究院也就是今天的史丹佛諮詢研究所（SRI International）。紐約時報的報導提到，二戰期間，在閱讀了 Vannevar Bush 的 「As We May Think」一文之後，Engelbart 開始對創造一種全新的人機對話模式產生興趣。

60 年代初，Douglas Engelbart 在參加一個會議時隨手掏出了隨身攜帶的本子，畫出了一種在底部使用兩個互相垂直的輪子來跟蹤動作的裝置草圖，這便是滑鼠的雛型。到了 1964 年，Engelbart 再次對這種裝置的構思進行完善，並動手製作出了原型。

當時還沒有滑鼠這個名字。這個一個木盒子狀的原型表面只有一個按鈕，木盒下面有兩個小輪子，它們分別與電位計相連接：一個負責尋找 X 座標位置，另一個負責 Y 座標位置。它的工作原理是由滾輪帶動軸旋轉，使變阻器的阻值發生改變，從而產生位移訊號，經電腦處理後螢幕上指示位置就可以移動。

1967 年，Douglas Engelbart 為這項技術申請了專利。這項頒發於 1970年、編號為 3541541 專利的定義為：「通過手控制顯示系統 X-Y 位置指示器在任何表面的移動，從而移動在陰極射線管顯示器上的游標；指示器控制產生的信號表明其位置，讓游標在顯示幕相應的位置得以呈現。」

後來，SRI 以 40000 美元的價格將其授權給蘋果公司。

在滑鼠發明後的若干年後，Xerox PARC研究中心將滑鼠應用於Alto 電腦中，然而遺憾的是，當時這些系統只是用於實驗，滑鼠很很長一段時間都沒能進入大眾視野。

後來的故事我們都知道了，賈伯斯看到了 Alto 的技術備受震撼，意識到使用滑鼠交互和圖形化使用者介面的重大意義。在 1983 年推出的 Lisa 電腦中，蘋果首次應用了滑鼠，並逐漸為大眾所熟諳。
