針對海南省高爾夫旅遊市場整體發展不平衡的情況，海南省旅遊委、省貿促會等單位聯合主辦2013年海南高爾夫旅遊聯合營銷座談會，倡議建立“海南島高爾夫旅遊聯合營銷”機制，擬推出“海南島高爾夫旅遊聯盟卡”，持卡者可在接待、消費等方面享受多項優惠政策。

省貿促會會長陳忠文介紹，根據海南高爾夫旅遊市場的現狀，省旅遊委和省貿促會聯合省旅遊協會和高爾夫旅遊協會等相關單位倡議建立“海南島高爾夫旅遊聯合營銷”機制，整合省內高爾夫球場會所、星級賓館、特色餐飲、旅行社、旅遊景點、航空公司的有利資源，在國內外高爾夫旅遊市場培育海南品牌，推進海南高爾夫旅遊經濟規范有序發展。

統計數據顯示，目前海南球場空置率全年高達68%以上。海南高爾夫旅遊市場目前還停留在以打球、賽事為主，缺乏把球場當成一個旅遊景點或旅遊公園來經營的理念，尤其是球場的綠地資源、餐飲資源、理療資源均未得到很好的開發利用。

海南島高爾夫聯合營銷倡議書提出，海南島高爾夫旅遊聯盟產品以高爾夫旅遊環島遊為主體產品，以“幾場球+景點”的組合，借助海南旅遊業的優勢,將海南歷史文化、自然風光、鄉村生態、民俗風情的文化進行資源整合,形成海南高爾夫旅遊大區。海南高爾夫旅遊產品開發可利用各自特點,推出高爾夫海洋遊、高爾夫溫泉遊、高爾夫養生遊、高爾夫美食遊、高爾夫配對遊、高爾夫親子遊、高爾夫體驗遊等多種類型的旅遊產品,滿足國內外高爾夫球手在打球之余休閒、度假、商務、娛樂、社交等需求。（記者解瑩）

　　中國社會科學院旅遊研究中心日前發布報告顯示，大連、無錫、上海成為我國城市標準旅遊花費（指遊客住宿一夜、參觀兩個代表性A級景區及市內交通總花費）最高的三個城市，而鹹陽、敦煌、哈爾濱成為最便宜的三個城市。

　　該報告對全國50個重點旅遊城市的消費價格以及住宿、交通、門票價格等分類價格進行了重點監測，以城市標準旅遊花費看，今年6月份，陜西省鹹陽市標準花費僅為196元，敦煌市293元，哈爾濱市300元，是最便宜的三個城市。而大連市以697元、無錫市664元、上海市658元在50個城市的標準旅遊花費列前三位。

　　旅遊城市消費高低 遊客感受不一

　　對于中國社科院旅遊研究中心選出旅遊城市消費標準，不少業內專家和遊客表示了質疑：旅遊消費主觀性很強，季節性分化明顯，這樣統計出的城市標準花費到底有多大指導意義？

　　按照“遊客住宿一夜、參觀兩個代表性景區、進行一組市內交通”為標準，旅遊消費標準最貴的城市為大連市、無錫市和上海市。攜程旅遊負責人頓繼東告訴記者，上海的物價消費一向較高。大連是熱門旅遊城市，人均收入不高，但生活成本卻一直很高，其旺季住宿和出行成本開銷也比較大。這兩個城市和人們印象中的消費大致相符。無錫是因為其景點門票比較貴，直接拉高了其旅遊成本。

　　淡旺季明顯以某一個時段比較不合理

　　對于50個城市的統計標準，專家仍存有疑問。頓繼東告訴記者，從住宿看，就算都以三星級酒店為住宿統計標準，其淡季旺季價格、酒店位置位于在市區或郊區，價格相差都很大。此外，統計中的一組城市交通是以公交、地鐵、旅遊巴士還是以出租車出行，價格標準也相差不少。

　　“旅遊城市淡旺季分別明顯，僅以某一個時段進行比較並不合理。”中國國際旅行社國內部總經理張陵捷告訴記者，由于國內南北氣候差異，造成旅遊城市的淡旺季十分明顯，住宿、門票等標準也隨遊客數量變化相應變化。如果是春節期間統計，三亞的房價可以達到每晚6000至8000元，而一旦進入夏季，三亞房價就回落到每晚500至600元了。

　　目前，國內的旅行社採購價格也是隨著當地旅遊的淡旺季而變化的。以此次統計出三個價格最便宜的城市為例，專家告訴記者，鹹陽並不是傳統意義上的旅遊城市，不具比較的意義；哈爾濱是因為其本身生活成本較低而旅遊費用較低；而敦煌在淡旺季價格相差十分明顯。

　　“每個人有不同的旅遊需求，不會因為哪個城市旅遊便宜就去，哪個城市貴就不去。”記者看到，在論壇和微博上，也有不少遊客提出質疑：出行距離構成的交通成本、遊客個體消費能力、旅遊時段和旅遊天數，都決定著一個城市旅遊的實際花費，這些因素千差萬別，僅統計公布一個旅遊城市一天標準消費能有多大的指導意義？

　　十大環境最好旅遊城市排名

　　記者從市旅遊局獲悉，在近日舉行的第27屆香港國際旅遊展上，結合專家們提供的綜合專業意見和網民投票結果，評選出了中國十大環境最好的旅遊城市。依次序排名是大連、煙臺、連雲港、蘇州、北海、三亞、海口、珠海、湛江、桂林。

　　相關業內人士介紹，從評選結果可以看出，入選的城市絕大多數都位于海邊，可見專家們的評選角度都離不開海洋美景這個條件，也正好吻合了國家旅遊局今年提出的“2013年中國海洋旅遊年”主題。 據《北京晚報》
