產險股除息後 走勢平平

〔記者廖千瑩／台北報導〕產險股近期陸續進行除息交易，雖有高現金殖利率題材護體，無論是已經除息的台灣產物保險（2832），或是昨天除息的新光產物保險（2850），除息後表現平平，沒有預期亮麗。

以昨天除息的新產為例，新產今年每股配發現金股息1.2元，以昨天收盤價23元計算，現金股息殖利率達5.2%；不過新產昨天走勢相對平淡，股價多在平盤附近上下震盪，最高點僅21.9元，填息還不到10%，最後股價收平。

至於台產則已除息，台產今年每股配發現金股息1.1元，當初除息參考價為20.95元，除息之後，股價也沒有太亮麗的演出，昨股價收在21.35元，小漲0.47%。

台產日前也公布上半年自結獲利，自結今年6月稅前盈餘4900萬元，累計上半年稅前盈餘3.92億元，每股稅前盈餘（EPS）1.08元。

為消化產能過剩，中國鐵路總公司與大陸國家發改委正研究如何穩步推動鐵路建設，雖然最終方案尚未拍板定案，但至少將確保建設中的重點項目資金無虞。消息披露後，昨日陸港兩市的鐵路類股集體飛漲。

上海證券報報導，有關鐵路投融資體制改革方案，正處討論階段，最快將於9月底前上報國務院，可望在今年底公布。

鐵路總公司高層透露，決策層認為鐵路建設能消化部分過剩產能，如鋼鐵、水泥等，故會繼續發展鐵路，並將日後新建項目計畫，提前一到兩年完成。

雖然方案尚未達成最終決定，但鐵路總公司目前較明確的態度為，對建設中的重點項目，確保建設資金，預料穩中求進可能性較大。

「鐵路救經濟」的政策已有共識，使得昨日陸港兩市鐵路概念股聞風大漲。包括生產高鐵車廂的中國南車、中國北車一度皆逼近漲停，截至收盤，漲幅約在8%左右。在香港上市的鐵路類股也集體飆漲，漲幅都在6%以上。鋼鐵類股也隨之上漲，只是漲幅不大。寶鋼股份上漲1.49%至人民幣4.1元（約新台幣20元）。

中國工程院院士王夢恕表示，鐵路投資是穩定投資，乃至穩定經濟增長、保就業的重要手段之一，大陸仍應加大高鐵的投資。

他說，關於鐵路產業投資基金方案上報後如果沒有太多爭議，幾個月內具體方案就會公布。方案會重點保證投資人的收益，其收益率雖未必能超過6%，但肯定不會太低。

至於建設資金如何而來，也稍有眉目。受鐵道部改制而延宕發行的鐵路建設債券，本周開始正式啟動發行，年度發行規模達人民幣1,500億元（約新台幣7,500億元）。

據大陸中央國債登記結算有限公司披露，昨日中國鐵路總公司將發行2013年第一期債券，發行規模為200億元（約新台幣1,000億元）。

不過，王夢恕稱，僅靠發行鐵路建設債券不能滿足鐵路建設資金需求，包括地方政府、民間資本和國家皆需加速資金投資，以減輕中國鐵路總公司的債務壓力。
