請問大家，

目前我電腦寬頻是ADSL 5M/384K的速度，月繳476，最近中華電信來電說，可以幫我升速到光世代 6M/2M，綁約2年，月繳499，免費裝wifi。

如果我電腦只有　線上看ＹＯＵＴＵＢＥ影片、上網、偶爾下載歌曲、不玩線上遊戲，也沒在上傳東西，那我要不要換?

因為我覺得目前真的就夠用了，我家也沒在用wifi，但中華電信的人說，很多老客戶都有同意這個方案，而且說這個方案兩年後價格還會降，也說以後ADSL會慢慢沒落。。。

請問我要不要換?

【黎百代/桃園報導】2013桃園地景藝術節，將在今年10月26日到11月10日舉行16天，在桃園新屋鄉三處埤塘（後湖埤塘、新屋埤塘、過嶺58號池）、新屋市街水巷、范姜老屋等有5大主題。其中在後湖埤塘所展出主題，就是先前在香港造成轟動的「黃色小鴨」，屆時將可看到高18公尺的黃色小鴨在埤塘中。

主辦單位今下午邀來創作人Hofman（霍夫曼），到黃色小鴨即將棲身的後湖埤塘進行場勘，Hofman帶著全家大小前來，表示光是亞洲就有超過3000多個機構邀約，他選擇令他印象深刻沒有商業色彩的桃園埤塘，作為黃色小鴨的停泊據點。

桃園縣長吳志揚表示，除了黃色小鴨，還有國際級大師草間彌生的點點藝術、崔正化的大型蓮花等其他作品展出，另外也有邀請國際藝術家一起來參與，配合各種藝術表演活動、田野音樂會及呈現地物產特色的文創市集，讓民眾可以更認識桃園的水圳埤塘等在地文化。

〔自由時報記者陳慧萍、楊久瑩／台北報導〕台菲因廣大興廿八號事件引發的緊張關係暫時緩解，外交部長林永樂昨晚宣布，菲律賓已正面回應我方提出的道歉、賠償、懲凶、漁業協議四大訴求，政府即日起解除「終止菲勞來台申請」等對菲律賓十一項制裁措施。

凍結期 菲勞收入少3億

從五月十五日公告的菲勞凍結案今正式解凍，將恢復菲勞申請作業；勞委會推估，近三個月凍結期間，受影響的菲籍外勞人數約一萬人，但因每個外勞受影響時間互有差異，以基本工資一九○四七元粗估，菲勞因此減少至少二億九千萬元的收入。

廣大興事件發生至今滿三個月，馬尼拉經濟文化辦事處（ＭＥＣＯ）理事主席培瑞斯昨以菲律賓總統艾奎諾三世特使身分，親向罹難者洪石成家屬道歉。之後培瑞斯與林永樂會談，林會後代表政府宣布，即日起解除對菲律賓十一項制裁。

對菲11制裁措施 都撤除

林永樂說，政府也向菲律賓提出儘速起訴涉案人員、舉行下一階段漁業會談、加強執行海上執法不得使用武力，以及推動洽簽經濟合作協定等四項要求。

馬政府是在五月十五日宣布祭出十一項制裁，主要內容包括終止菲勞來台申請（凍結引進菲勞來台從事製造業、營造業、海洋漁撈、看護工及家庭幫傭等）、停止雙邊高層交流、停止經濟交流、發布菲國旅遊警示燈號為紅色等。

勞委會官員提醒，即日起恢復菲勞申請，如有意再續聘原已聘僱的菲勞，可先幫目前的外勞辦理解約或轉出；如果是合意「解約」，外勞出境後即可申請遞補，再依程序幫凍結而無法續聘來台的菲勞辦理聘僱申請。如解約後同意現有外勞「轉換」雇主，原來的雇主則可在外勞轉出後，再依程序重新申請招募許可，即可把原來的菲勞再度引進台灣。

引進菲勞 必須重新辦理

勞委會職訓局外勞管理組長陳瑞嘉指出，近三個月來，勞委會湧入非常多關切菲勞解凍的雇主電話。他提醒說，再度引進菲勞的雇主，必須依程序重新辦理，首先須先申請招募許可、取得配額，拿到許可後再透過菲國仲介找到想要的菲勞，然後辦理簽證並安排入境，前後約需要花費一個月的時間。

（中央社記者邱俊欽桃園機場9日電）菲律賓總統艾奎諾三世特使培瑞斯今天下午離台，他在桃園機場表示，現在心情很高興，也樂見事件有解決。

馬尼拉經濟文化辦事處理事主席培瑞斯，下午3時35分搭乘菲律賓航空班機離台。

他在登機前接受媒體訪問時表示，心情很高興，來台期間也感受到台灣人民很好，也謝謝屏東小琉球洪家，也樂見事件有解決。
