【林泊志／宜蘭報導】宜蘭員山福園今天舉行秋季法會，為求環保，除推行金紙集中化處理，今年宜蘭縣殯葬管理所也推出「善行存單」概念，讓民眾平常就可記錄所行善事，記載後書明迴向給先人，民眾可透過捐款、捐棺、助念或器官捐贈方式，回饋社會，把善行所積功德迴向給祖先。

殯葬管理所長陳陳祖健指出，「善行存單」除可減少金紙用量，減少樹木砍伐與燃燒所造成的空氣污染與地球暖化，並可集結大眾力量行善、照顧到弱勢民眾，算是一舉多得。

洪仲丘案搞垮2個部長、1個上將司令，軍中內鬥卡位洶湧，鬥爭激烈到連美國都注意到了，美方關切一向研究「美中台戰略關係」的楊念祖，是不是被綠營鬥掉，而昨天陸軍司令李翔宙忽傳申辦退伍，其實暗藏內幕，外傳李翔宙原向新任部長嚴明表示「願負責請辭」，沒想到長官一句都不留，還笑說很好啊，這樣我就能安排其它將領位子了，讓李翔宙心灰意冷，火速報退，目前馬總統急急留人，以免再挫軍心。

當年到美國華府參加戰略研討會，前進五角大廈，和美國國防部副部長會談，楊念祖研究美中台軍事涉獵深，如今因為陳年著作涉抄襲，倉促下台，讓美國高層不禁懷疑，是什麼政治力鬥掉他。

記者：「美方是不是覺得，民進黨這邊，是不是？」民進黨蕭美琴：「他們是有疑問，但他們不知道這件事始末，想了解一下。」

軍中內鬥暗潮洶湧，6天鬥走馬政府上任來第一位文人部長，連陸軍總司令李翔宙也難逃「被鬥」命運。陸軍司令李翔宙(2013.7.17)：「我們陸軍司令部絕對放不下，我們面對的不是防範一個個案，我們是讓爾後不再有洪仲丘事件發生。」

8月7日，新任國防部長嚴明出線，隔天陸軍司令向嚴部長提到，洪案打擊國軍傷害很深，他覺有必要要向部長請辭，沒想到嚴明隨即說很好啊，我正煩惱有些將領安排位置呢。

此話一出，全場氣氛凍結，嚴明甚至露出笑意，在場官員形容，李翔宙表情很僵，沒想到長官一句慰留都不說，心灰意冷，回陸軍司令部後火速打報告申辦退伍，也請辭司令。

嚴明收到辭呈後，當下沒表示意見，還向馬總統報告，總統一聽大怒，不滿嚴部長沒做周延，雖然說軍中申退是軍人權力，沒有長官批不批，准不准的問題，於是總統忙指示留人，以免軍心再動盪不安。陸軍司令李翔宙(2013.7.17)：「個人沒有任何去留，我對這件事，我完全負責任到底。」

洪仲丘案搞跨2個部長、1個上將司令，但其中扯出內鬥陰謀，除了各軍種互鬥卡位，也是軍中反撲嗆馬，表達不滿。在國軍士氣盪到谷底之際，無疑是雪上加霜。

肝病防治學術基金會於今日（10）舉辦十九週年慶，邀請郝龍斌市長、吳伯雄主席等長期共同參與保肝、護肝的各界人士一同慶生。現場頒發優秀學術論文獎、學術研究獎助金，同時還有演藝界義工澎恰恰、侯怡君、白雲等人站台參與表演。

肝病防治學術基金會前榮譽董事長宋瑞樓教授於今年五月辭世，為緬懷宋教授肝基會特別製作紀念影片以茲追念，為延續肝病防治學術基金會的精神，去年欣獲匿名捐助1.2億購置好心肝門診中心處所（台北市公園路30號2樓），經一年來社會善心人士相繼接力共襄盛舉，今年正式宣告台灣首創好心肝門診中心即將揭幕試營運，以全方位愛心醫療照護服務國人，邁向肝病防治新階段。

肝基會董事長許金川教授表示，肝炎防治可說是台灣數十年來最大的醫學及公共衛生成就之一，20年前，宋瑞樓教授成立了肝病防治學術基金會，如今國人已漸漸了解追蹤B、C肝的重要性，有定期至醫院追蹤的比例高達78%，是非常令人振奮的數字。

此外，台灣醫學成就已漸獲國際肯定，在諸多醫學領域中尤以肝病醫療實力在全球居於領導地位；成立『好心肝門診中心』是好心肝基金會醫療志業三階段目標中的第一階段，未來將進而創建一座『肝病醫療中心』，結合國內肝病研究人才，提供民眾從門診到住院，臨床到研究的完整服務。

現場並再度邀請名聲樂家簡文秀教授領唱，今年推蛋糕與現場嘉賓一同慶生的則是肝癌手術15年，目前已是高齡100歲阿嬤陳阮仁勉女士。百歲阿嬤陳阮仁勉多年來與肝臟腫瘤奮鬥，一連串的復發、治療並沒有讓阿嬷驚恐不安，一路上有家人及子女的陪伴，又有虔誠的信仰及對醫師治療的信任，總讓她在痛苦治療過程中，都能正面以對且處之泰然，如今仍然信心十足充滿希望的過每一天！

為能以輕鬆幽默的方式強調保肝重要性，現場還特別請肝基會義工台語歌手，也是音樂製作人的江志豐『歌唱表演』，知名藝人澎恰恰、侯怡君、白雲以『保肝新觀點』宣導肝病知識，呼籲好心救好肝。
