蔡違背職務 監委：由法務部認定

監察院今通過宇昌案調查報告，報告指出，時任行政院副院長蔡英文明知該簽文內容的合作條件、投資金額均與前簽內容相去甚遠，仍逕予核准，且不再簽文續呈院長，蔡英文違反前行政院長蘇貞昌原簽的指示，「其違背職務之情狀，亦甚顯著。」

媒體詢問監察院是否認定蔡英文違背職務？監委葉耀鵬表示，監察院無法認定是否違背職務，但也不能說完全沒有，會將調查結果送交法務部，由他們認定。
